As well as technical challenges, you have to deal with the politics of a network of this size and scope.The main question is what entity will have “administration authority” which includes managing the overall budget, etc.That will be the only way (in my opinion) that you will be able to establish some sort of discipline(s).On a local level (Tactical) the Commanders on the Ground should continue to have “Absolute Authority” covering there assigned Areas of Responsibility.</description> <content:encoded><![CDATA[<p>Been there done that and already have the ribbon.
