If I were in Congress I would have to Vote in favor of the DOD on this matter. 

The DOD (from reading the attached memo) is clearly willing to take (absolute) responsibility for the BASIC Program. 

The other scenario of splitting purchasing and other possible responsibilities amongst the two entities would (in my opinion) lead to finger pointing and constant infighting. 

This is VERY COUNTER-PRODUCTIVE.</description>
