Defense Spending vs. Economy

One of the most interesting undercurrents at last week’s Association of the US Army conference was worried talk about whether the recession or downturn or whatever we’re calling it will affect defense spending.

Army Secretary Pete Geren was relatively hopeful. Congress, he told reporters, understands what the Army is trying to do and largely supports it. FCS, the Army’s premier modernization effort, is in good shape and has strong congressional support. As you can tell, Geren was all about Congress and declined to talk about the larger economic issues. 

As I went from display to display on the floor I spoke with about a dozen industry sources about the economy and the budget. Most were gravely concerned about their 401Ks and a bit less worried about the budget. Still, they all expressed concern that the Army will have to begin choosing between so-called reset choices and those of modernization. This is one of several major friction points in the coming budget. First, the services have all made noises about how they are going to build the spending that has been in supplementals into their regular budget baselines. That’s one place for tradeoffs. Then there is the squeeze that will probably result from lower government revenue figures. There will be political pressure to withdraw from Iraq and thus lower operational costs. Operational and maintenance money has been very important to the Army, in particular. And then there is the normal budget wrangling. That offers an awful lot of places where Army — or any other service’s — spending can be whittled away.

And the Army is going to face skepticism over FCS even if the economy does hold relatively firm during first three months of next year. For example, when I asked Maj, Gen. Charles Cartwright during the big FCS briefing whether House Armed Services Committee Chairman Rep. Ike Skelton (D-Mo.) supported the Army’s approach on FCS, the general offered all sorts of explanations about how the program was on track and, in the best tradition of message management, avoided issuing a potentially damaging statement. To his credit, Cartwright did it with style and humor, even when pressed. The problem is that Skelton made clear after the Army scrambled to restructure the program and get more FCS components to troops as quickly as possible that he (and Airland Subcommittee Chairman Rep. Neil Abercrombie D-Hi.) worries the Army may be rushing the testing on the programs. Included among them are: Tactical and Urban Unattended Ground Sensors; the Non Line of Sight-Launch System, network kits for Humvees; the Class I Unmanned Air Vehicle; and the Small Unmanned Ground Vehicle.

Of course, during AUSA reporters were watching the world’s stock markets plummet day after day and no one knew whether there would be an upside any time soon. With the encouraging ballistic trajectories in the market so far this week, one could argue it’s all moot except that the US economy already appeared headed to rough waters before the market plunges.

Rest assured the defense budget will the the first source of funds for BHO’s host of social programs. If you think it’s bad now just wait until the annointed one gets elected.

If JM gets elected we will need twice the budget we have now because we’ll probably be at war with a couple additional countries. Why use diplomacy when you can just use the military as a hammer to hit everyone over the head with?

If Obama gets elected he will cut military spending because he does not like or support our soldiers. As a mother to a soldier that is in the Army, I will support McCain because he will bring home our soldiers as Heroes not like Obama.

The only evidence of this comes from JM’s own campaign adds and I’ll tell you, If I go back to war I don’t want SP anywhere near any of the decisions that effect how, where, when I fight.

We will probably be at war IN (not necessarily with) a couple additional countries REGUARDLESS of who wins the election since BOTH candidates have talked about “peace keeping” as a role for our military & foreign policy. The difference however is that McCain is more likely to go to war in say Korea &/or Iran to defend our vital interest in the world (because he unlike Obama understands that as a vital role for our military & foreign policy), but terrorist & rogue states are more likely to act aggressively as they will see Obama as weak…

1941–1945…1966–1973…1991…2001–2013?

See the 20–25 year pattern? Folks get tired of war. Servicemen REALLY grow tired of war. The country can’t afford non-stop war…especially with the economy going down the tubes. Non-stop war makes no sense for our country, and steals money from modernization/preparedness for the next war.

War with Iran, Korea, China, or Russia is nuts. The best way to stop the potential for such war is by being strong…not by rattling sabers or seeking an unnecessary fight.

After the debate last night and the course of the campaign, I’m reconciled to Obama winning. He’s a smart guy. He seems able to absorb info from other smart guys. I don’t mind the rich being taxed…especially after we bail them out to the tune of $700 billion. Hopefully Obama won’t screw up. We can bail from Iraq in victory, fix Afghanistan, and scrounge out some modernization for the next war…20–25 years from now when oil is trickling away and we are all fighting for the last little bit.

Unfortunately, suspect the next one will involve limited use of nukes, and like 9/11, may be initiated by a terrorist group with a small nuke.

Cole, I don’t share the same sentiment about Obama’s ability to fix Afghanistan, I suspect, unlike George W., he will not have the stomach for the long war in Afghanistan.

I think alot needs to be changed in regards to out foreign policy, we do all the ground work invest men, money and time in fighting these conflicts, where are our allies who hold similar interests? sitting in their living rooms in europe and their condo’s here in the states watching us struggle to right all the wrongs of the world. Lets put some more focus here at home, invest in ourselves. And build our internal commerce. We don’t need to be global cowboys, especially when so many americans here need help. If Iran builds some , by some miracle, well equiped nuclear warhead program that openly threatens us, we can blow them off the map before they can say alla babba, we all know this, stop the un needed b.s. warmongering, troops got a raise, stay home and biuld some towns, do some training excercises, increase our borders security. lets stop the global domination, or we’ll become like the monster we destroyed in world war 2.

Barack Obama has never once said that he doesn’t support our troops — what he doesn’t support is wasting yours and my tax dollars making war profiteers rich while the government fat cats sit around making defense contractors and each other rich. Nobody in the government ever wants the government to get smaller or spend money more wisely, when we really could do with some of both. The truth is I support our troops and so does Barack Obama but I don’t support my elected officials (G.W. Bush) wasteful spending policies and neither does he. Grow up and recognize that supporting our troops and supporting political agendas full of pork barrel spending are two separate things. I want the soldiers to kick ass but it doesn’t mean that the defense department should get a blank check to do it — it’s exactly that kind of un-accountability that got us where we are right now. 10 trillion dollars in debt. This is what we get for putting an oil man who is invested in defense companies in the white house.

I agree it’s a strong possibility we might end up in another conflict but I want it to be a last resort after all political options are exhausted. Problem resolution requires communication not turning around, sulking and crossing your arms. We need to use the military as a last resort in a well justified case. I’ll sigh up every time to go fight.

I don’t vote based on sex. She knows nothing of foreign policy, the military and has even said we should not question our friends decision to go to war. Israel has already asked us if we would agree to attack Iran. Thankfully we said no. We aren’t ready yet. We need to rebuild our military, finish Iraq, then if no political efforts are working and with our newly rejuvenated friendships around the world, attack Iran as a coalition. We shouldn’t take on the entire burden of fixing the world. I joined the military to defend this country, not go on a crusade to spread democracy.

At 5% of GDP defense is actually cheap historically and that is including war funding not the base budget that is less than 4% of GDP. The US could easily spend 5% of GDP forever, that would be around $700 billion in a $14 trillion economy. The real elephant in the room is the extent social security, medicare and medicade squeeze defense spending with the retirement of the boomers.

He voted “No” on the same bill that McCain voted “No” on. I really believe he does support the troops. Biden’s son is one of them for F– sake. We are not talking about Carter or “Run to Europe” Slick Willie who both did extensive damage to our military while in office. If we are going to judge by past party officials maybe we should call McCain Bush.?. Thing is, I don’t want to compare either of them to Ronald Reagan (without a doubt, one of our best presidents)

We have been down this road before with the Democrats. Remember President Clinton cut 5 Army divisions so the troops were not available for Iraq. Th “peace dividend” is being paid for with American blood. The uparmored Humvee’s were not in the Clinton budget because of cuts in the military budget. It is great to complain about our “allies” who were supposed to do most of the fighting in Bosnia. Remember the troops were supposed to be home by Christmas 1995 from Bosnia. Are they home? Don’t look at BHO’s talk, look at the actions of the Democrat party in support of wars. We didn’t choose these wars. We were attacked in NY. Until our enemies realize that there is no way we will give up until we win, we will have to continue to fight. By the way, this war against Islamic terrorists has been going on since the founding of our Republic. Remember the line in the Marine song “From the Halls of Montazuma, to the shores of Tripoli.” Why do you think we were fighting in Tripoli. You want to go with a sweet talker instead of a former POW? Right on George, write this to whomever you can, the reason Clinton was able to claim a surplus was because of the 5 army divisions cut. I saw it first hand, working in supply of the federal government every year Clinton was in office, the military was getting bases, forts, depots cut. 

Amazing blindness is the truth, we are in for a very rough ride if Obama is elected. Many don’t remember the double digit inflation, double digit unemployment and 18% home mortgage rates that Carter dumped on Reagan. And on top of that we will lose the Bush tax cut which has brought our own personal tax rates to around 20% from over 33%. And on top of that there will be a filibuster free Senate so the majority of people in the US will have no say in our government!!!!!

Obama is anti-military and will put the knife in everyones back. He has no experence, all he has is 140 days in the Senate, he didn’t even wear out a pair of shoes yet.
When you look at all of the Presidents that we have had some of your best ones were officers in the military like Andrew Jackson, Teddy Roosevelt or Eisenhower.
Everyone should read up on how General Blackjack Pershing handled the radical Muslums years ago in the Phillipines, it was done without any type of high tech equipment.

It isn’t about JM wanting to start world wars, it’s about the message we as a country send to the rest of the world; that we are WILLING to fight for our security and that of our allies.

When Obama carried the book, ‘The Post American World’ with full awareness of the media surrounding him — he was giving the world a message. We should take the hint. He’s running for World Leader with the intent of giving away U.S. bounty. 

The name of that book speaks of America as if she’s already deceased. Does that sound like wise policy?

I don’t think Sgt. JFK served anything but misnomers. I see internet users do this often with the intention of misleading and discouraging others. Class envy is another ‘talking point’ liberals continually use to bash us.

SP has exactly what our country needs — character and a desire for accountability. 

If our military had a democratic government rather than a socialist one to back them, military costs would be significantly lower as less action would be needed. Carrying a big stick is far less violent and inviting.

McCain supporting the troops…what a laugh…if it were funny. Check McCain’s voting record on veterans issues and you will see how much he cares about the troops? He is one of the biggest phonies I’ve ever met…and I have met him on a few occasions…he isn’t presidential material.

And for the record, we have a son in the Marine Corps who has done a few tours in Iraq. He is one of the few left from his original Company as they have left the Marine Corps. Not because they were not good Marines, they just got tired of the Russian roulette this administration was playing with their lives. You either fight a war and win it or you don’t start a war…both Iraq and Afghanistan have been half azz wars controlled by people with half azzed brains.

We fight wars without a formal declaration and then borrow billions from other countries to fight them. Our foreign policy needs a revision to support a meaningful decline in defense spending. This peace dividend gets us closer to a balance budget that ensures future generations the same prosperity we had. Otherwise, all future entitlements are threatened, including disabilty payments to war vets. Lets quit pretending these budget realities don’t exists.

JFK got us into Vietnam. Vietnam never attacked us.
Clinton went into Bosnia. Bosnia never attacked us.

If our military had the support of a democratic country, rather than a socialist one, our military wouldn’t be required to worry about funds. Our enemies would know what they could expect from us and that would keep military costs significantly lower and our soldiers home.

Yes, I have a son in the Army. My oldest son was in the Navy and my father was in Vietnam when I was eleven years old, retiring when I was 18. I have no faith in politicians but I love our military. Our politicians have messed things up so badly, and it pays them so well, I can’t see a light at the end of the tunnel. I’ve been extremely supportive of this war but I have a growing concern about whether or not our soldiers are just a pawn used by the politicians. Soros and his ilk chose these two candidates. The Feingold-McCain Bill created a huge opportunity for wealth to buy positions. I say lets replace most of them. We have 50% of the world’s military power and that’s with one hand tied behind our backs. Let the military do its job and let accountability be king.

The news of Barack Obama’s close relationship with Frank Marshall Davis has been around before, but it’s important. Via Accuracy in Media:

Just for the record. When we went into Iraq every, I repeat, every intel service on the face of the earth thought Sadam had WMD. For the record GWB tried diplomacy until there was no room left. Just for the record the UN voted to go into Iraq. Just for the record Sadam sent his Nuke program to Syria via Syrian air regularly scheduled commercial flights with the seats removed.

John McCain was in the military. He wants to “Bomb Bomb Bomb Iran”. These are great reasons to vote for him.

Agree with ColScar and all the less incendiary pro-McCain comments. Bottom line is it’s irrelevant who we wish would win. McCain and his election team have not successfully made their case to the nation. Even Colin Powell sees that…and he’s no Democrat in disguise. Anybody watch Powell get irritated with the Democratic Secretaries of State when they all gathered together? 

The Iraqis want us to leave now and Afghanistan may not be far behind so we have little choice no matter who is President. Be careful what you wish for Maliki and Karzai.

Although I would really like to see McCain win the election. My gut tells me Obama will win, the American public is ready for “change” and Obama represents change on many levels. 

Remember we had to endure Jimmy Carter and the changes he represented before Ronald Reagan came along. The old saying about history repeats itself is an old saying because it is true. 

Unfortunately I do not know who the next Ronald Reagan will be or else I would be a richer man than I am.

JingoJane — I was in the USAF for 11 years and I served in Iraq amongst other visits to the “fun” side of the world. So I do have a clue about what’s going on and some of the issues at hand. (just don’t ask me to set up an acquisition process for anything though). Sadly enough SP has no clue what is going on in the world and that DOES matter considering McCain’s age and health. God forbid something was to happen to McCain (as I truly am a McCain fan as an individual) she is next in line. Really a bad pick for McCain. For the record, I’ve always voted Republican up to this election. I am only 35 though.

SSgt. HKFLETCH — Again, the USAF. The reason you don’t see Biden with Obama is because he is competent enough to campaign on his own and is able to intelligently answer a question. (I bet he knows what magazines he reads too) SP can’t do that. Let’s see… Doesn’t know what the Bush doctrine is, thinks living in Alaska gives her foreign policy experience, abused what little power she has already (trooper firing), she couldn’t even name a magazine when asked. Listen to her interviews — they speak volumes. 

Schlappy — SP has already said we should never question our ally’s judgment in protecting themselves. Israel has already asked us for support on an attack on Iran. Had she been in office we would be in a “Hot” probably undeclared war with half the Middle East. Not the smart way to do things.

It’s funny how history changes.

Clinton did not cut six divisions from the Army. The first Bush did that when he reduced Regan’s 18 division force to 12. Clinton then went and cut another 2 divisions to bring the Army down to 10 divisions. I don’t think that was smart, but the facts are that the largest cuts by far were made by a Republican and that Clinton had all the military power he needed when he was in office.

On the other hand, the current Bush set out to fight not one but two wars. He (along with Rumsfeld) then went four years ignoring every call to expand the Army and Marine Corps to meet the new reality. That status remained until the Democratic minority working with some in the Republican party forced an expansion (in authorised strength — not in budget dollars) against Bush’s express wishes. 

Anyways, if you want to blame someone for the size our military, don’t blame Clinton or the Dems. Try looking to the guys who thought we were going to have a quick and easy victory in Iraq. (And who marginalized, fired or retired everyone who tried to tell them otherwise.) The ones who still claimed four years after the shooting started there was no need to build up the size of our forces. You know — the idiots in charge.

Come on. Why are you Chritians sweating this? Why panic? Why fear? Which ever way this election falls it is God’s doing, not yours, not mine, or anyone elses. God knows what is best for this nation in these trying times, and that is CHANGE! God always sends his messages through great men like Obama. History speaks for itself; CHANGE IT IS!

I suggest that angry Americans get ready for CHANGE or get ready to see a phycologist because CHANGE is here whether they like it or not. Angry people don’t count anymore. Can’t you see this. well yes i do my own research sgt jfk i don’t care what other people think at all i know history and history always repeats itself. When country’s grow weak as we have and i don’t mean militarily but politically all is lost. This has already started back during the first Bush administration and the Clinton years and farther back this was just the most severe weakening of our nation. I know typically what demacrats do to our nation both internal and external.Now to Obama i have found no evidence that can support anything he say’s.So how is anyone supposed to learn what he is really about when you find something on Obama one day and the next day its gone and ever day more stuff comes out against republicans and doesn’t go away even when it is proven to be a lie or something that is not relavent to what is going on.

Knowledge is a skill. Skills are taught and learned, and smart people learn faster. I see no reason that Palin couldn’t learn everything she needed in the first two months of McCain’s Presidential term.

The actual wording of the Constitution regarding the role of the Vice President states they will “Preside” over the Congress and not have a vote, unless in the case of a tie, which means Sarah Palins’ interpretation is not wrong it is merely a simplified explanation of what her role would be if elected.

I’m sure if you look back through history, beyond Dick Cheney you find many former Vice Presidents had a very strong role in Congress getting certain Legislation passed (i.e. George H.W. Bush, LBJ, etc…)

There is one common denominator between Clinton, Bush, McCain, Gore, Kerry, and the rest: They are all baby boomers. When McCain brings up dirt against Obama where does it come from? A domestic terrorist group from the 60’s and not Fannie Mae/Freddi Mac. Now we are going all Socialist/Marxist, must have skipped Communist somewhere. We paid more attention to Bush’s draft dodging and Kerry’s swift boating than we cared to pay attention to the real needs of our country.

It is amazing how one generation could completely divide a nation with their anger towards each other.

And who will drain my Social Security while also running the country into massive debt? That’s right, baby boomers.

The good news is suicides are up statistically among baby boomers these days. If enough of them die off my social security could be worth more than my 401K when I retire.

The US Military in toto was referred to, “The strategic policy implementation force”. Many times presidents have used the military as a national tool. Some times we the people agree, sometimes we don’t. AGAIN, hope we get a person who will do the right thing for future generations. AND unlike many nations on earth – even if you don’t like the choices – here you do have a choice. (consider,say, Belarus / Syria / pick one yourself.)
