This article seems to say that the Undersecretary "spanked" the Air Force over terminals for a Navy program that hasn't been launched yet.MUOS is a Navy acquisition, and according to their fact sheet, "The MUOS [Common Air Interface] waveform will be available to the Services for porting to JTRS terminals in late 2008." This says nothing about new MUOS terminals, which are the Navy's responsibility, but it goes on to say that, "The first MUOS satellite is scheduled to provide an On-Orbit Capability in March 2010. MUOS achieves Full Operational Capability in 2014." (Link: http://acquisition.navy.mil/rda/home/programs/information_communications/muos)Not sure what the source of the confusion is, but it doesn't seem limited to the Air Force.

I’m confused. They also got their own acquisition center in Space and Missiles Center in Los Angeles that reports not to AFMC, like all other acquisition programs, but direct to AFSPC.Acquisition needs to be under one set of rules and under AFMC where it belongs. The breakout of SMC was obviously done as AFSPC tried to break away from the Air Force and become their own branch of service.

Some how the Space crowd convinced Congress that they needed different acquisition rules to get the job done.
