Parts of the system were so old that they dated from WWII. when all was said and done, it was impossible to use off the shelf to resolve all the old and new requirements. Something had to give. The program reached an impasse, since the players in the government would not/could not resolve the internal differences.  It didn&#039;t help that the government contracted for a specific set of services, and expected another set of services.
