Morgan Stanley On Obama’s Pentagon

Morgan Stanley’s defense industry analysts, led by sharp veteran Heidi Wood, have written up their initial thoughts on “Obama and Defense,” concluding that no major budget cuts are likely for about 18 months.

The Obama team is unlikely to cut defense before 2010, at the earliest, more likely in 2011. Democratic sensitivity to being labeled soft on defense will prevent big cuts, but, “the days of large year-over-year DoD budget increases may be over,” the analysts write.

The mantra of the Obama team will be cost control, a continuation of the across the board accountability Defense Secretary Robert Gates has brought to the department. They said the “leanings” of players in the Obama administration will be to cut back on defense spending following a “reasonable” time in office, which in their accounting equals around 18 months into his term.

Rather than a repeat of the post-Cold War run at a peace dividend, the Obama team will seek to trim spending at a more deliberate pace, with a big emphasis on spending efficiently. They identify the pork laden and poorly managed O&M accounts, 35% of the base budget, as a likely target for scrutiny. Additional procurement and RDT&E funds could be wrung out of O&M, the analysts said.

The Obama team intends fewer new program starts, less over-reach on technology, a focus on affordability and getting their own defense spending house in order. As for individual programs, Morgan Stanley identified clear winners as: F-35; shipbuilding, with an emphasis on smaller and affordable, which strengthens LCS; space; unmanned systems; cyber-warfare; and greater emphasis on rebuilding the Army’s war-worn battle fleet.

Gloomier outlook: FCS, enough said; F-22, viewed as a “cold war relic” by some Obama defense people; missile defense, which has always been a highly politicized collection of programs, with less emphasis likely on land-based interceptors and more on ship-based; and DDG-1000, which is viewed as too costly.

The Obama team will also decide the futures of the C-17, F-18E/F/Gs and, of course, the seemingly never-ending tanker story.

The Morgan Stanley analysts said leading Democratic defense folks have been “incubating their thoughts” for the past 8 years and will be eager to put them into action. The “can do” early days of an administration present the best opportunity. Some of the major themes they will strike are likely to be a greater focus on transatlantic cooperation, no more of that old-Europe nonsense. That could be bully for transatlantic M&A and programs with potential allied teaming a la F-35.

Gates has been pounding away at the “soft power” idea in many a public forum, and that theme will likely continue with the Obama team (which of course may or may not include Gates). The analysts said there will be much discussion devoted to this notion, but what follows in terms of money flow is tougher to identify.

Many of the likely defense players in an Obama administration were on hand during the Clinton era defense industry consolidation and there is wide agreement that it went too far. How that is remedied and greater competitiveness re-introduced, the analysts said, is unclear.

How are we supposed to cut the budget and increase troop level? More troops and less technology to support them.

I do agree with the “across the board accountability” by Secretary Gates. But his decisions were based on realigning defense dollars, not cutting them alltogether.

I agree. The old “Do more with less” approach never worked and never will work. It’s idiotic for anyone to think that by cutting costs we will be able to maintain the same level of defense we have now. We can only do less with less and do more with more! So obviously, our military is going to have to do less with less! And that puts America’s security at risk!

Shades of Jimmy Carter. Before Obama, Queen Pelsoi and Joker Reed and their staff decides to cut Military spending they need to do an economic impact study. Here is a hypothetical story. Barney Franks and his cronies cut the Defense budget 25%. What might happen is that the entire defense industries will layoff between 25% to 50% of their work force. What happens now is that unemployment will increase by 25% to 50%. What the Democrats seem to forget is now you have between 25% and 50% less money coming into the treasury in the form of Income and Social Security tax. Now you compute what other sectors of the economy will see a downturn and add in their unemployment and the loss or revenue. This is what happened under Jimmy Carter and resulted in high unemployment, interest rate at 18% and inflation over 15%. But I guess that old saying is true, you can not teach an old dog new tricks.

And, of course, there’s TSAT, the twenty-billion-dollar elephant in the room.

We do not need advanced technology, weapons, or training, you simply need to be properly motivated, educated, and observed.

Look, “smart bombs” and “Precision weapons” have contributed to so much collateral damage that, after the initial ground assault, is difficult to justify unless it is an extremely high value target. You have to weigh soldiers lives (unpopular) with the possibility of collateral damage deaths (unpopular for our allies and the people we are “liberating”) Ground wars are a nasty, ugly thing, but a necessity. You can’t chuck a 500lb “smart bomb” and expect to hit just one person - its got a 150m kill radius!

Looks like Obama’s pullout target from Iraq is 2011. The defense $$$ cutback isn’t as bad as I thought. However, I bet instead of complete victory in Afghanistan, it’ll be a compromise government with Taliban. No doubt, they’ll eventually overthrow their “partners in government” and reestablish their sole control.

Correct me if I’m wrong but isn’t the 2009 Budget a Bush budget and that ob’s budget will be for 2010 that he will propose?

Sounds like he’s going to make good on his desires to create a civilian security force and cut spending on the Military. Democrats are not into going into ANY country so us going into Iran by ourselves won’t happen. He’s going to “focus” on getting Bin Laden so he can take the credit for it when they find his decomposed skeleton in a cave. If budgets need to cut, I for one would love to see the NASA budget slashed to bare bones. In my opinion this is one of biggest “Pork Stores” in operation. What are the returns are we getting for the billions spent? I’ve personally seen at The Cape how these fat cats operate. It has one of the most powerful lobbys, and our “Representives’ love it because of the 1st class junkets they get to enjoy.

If this article is true that Obama wants to scrutinize O&M (operations and maintenance) spending. 35% of the budget, no one except for Logisticians and Comptrollers realize that this funding has already been reduced to a rate below what it was right after the invasion of Iraq. Why, well its simply called GWOT funding… Units now use GWOT funds to pay for O&M spending and rightly so the rate of deployments, traning required for those deployments. If Obama cuts O&M we have went back to taped up backpacks no fuel to conduct training. A lot of hate and discontent in the miltary against the Commander in Diapers. Solution is to look at the pre-war O&M expenditures, allow for inflation and base the O&M on those previous expenditures. Then everyone will be happy!

Look out military folks. Hussein Obama is going to put your budget on a shoe string. He’s got to get the money for all the entitlement programs he will initiate and he’s a midsixties peace monger rejuvenated. The military personnel will get treated like we were when we came back from VietNam, not like the heroes they are. The US had better be prepared for more attacks like 9/11 or worse. The world will look at us like a three legged dog.
