We spent 8k for each change of command. Why cant they just put chairs and a podium. No outdoor carpet covering (sometimes the whole pier for Aircraft Carriers) the pier. No huge tents, with Ice scuptures and food for everyone.(Unless the CO's split the cost.

As the Submarine Squdron Supply Senior chief in Norfolk Virginia (subron six). Whenever you hear an incident happened during a routine training exercise, you can bet your but it was on a mission. So dont go blaming the DOD planners, if we listened to the military leaders we would avoid more conflicts and end them faster. Been there, done that. If you havent been in the military for more than 10 years and reached the paygrade of E-7 or above you dont get the big picture. At least in the Navy we go by the book, and if the book is wrong, we change it. That's what separates the navy from all other services. Amateurs study tactics, professionals study logistics.
