Obama Pledges “Cold War” Weapons Cuts and More Pay

President Barack Obama set the stage Tuesday night for serious and long term cuts to major weapon systems, saying he would “reform our defense budget so that we’re not paying for Cold War-era weapons systems we don’t use” at the same time that he pledged to increase the military’s pay and veterans’ benefits. “And to keep our sacred trust with those who serve, we will raise their pay, and give our veterans the expanded health care and benefits that they have earned,” he said to loud applause.

Obama also told the packed House chamber that he would include the full price of the wars in Iraq and Afghanistan in his budget, due out next week. “Finally, because we’re also suffering from a deficit of trust, I am committed to restoring a sense of honesty and accountability to our budget. That is why this budget looks ahead ten years and accounts for spending that was left out under the old rules – and for the first time, that includes the full cost of fighting in Iraq and Afghanistan. For seven years, we have been a nation at war. No longer will we hide its price.”

All this would seem to force the services and OSD to choose between reset and new weapons, between future capabilities and what is needed today. Combine his statements with the commitments by Senate defense leaders to trim acquisition costs and improve how the nation buys its weapons and we seem to have a fundamentally different direction for the defense industry and the services. It may not mean deep cuts to many programs or much difference in the topline but it certainly seems to portend major changes to FCS, the F-22 and the presidential helicopter — at least.


As Obama said early in his speech: “This is America. We don’t do what’s easy. We do what’s necessary.”

Let’s be clear that FCS was never a “Cold War” program. It did not originate in that era nor does it respond to such threats.

Stability tasks in insurgency include establishing civil security and civil control. Just as we would have been lost in Iraq without effective vehicle combat power to establish such stability tasks, we are now sending Strykers and Armored Security Vehicles to Afghanistan…as we would send FCS manned ground vehicles in the future.

The notion that we can create extensive forces tailored only to stability operations is a dangerous concept. An Army designed for full spectrum operations, means that any force can support any type of conflict when tailored with the right kind of equipment and personnel.

There are insufficient BCTs to support only one particular conflict type such as counterinsurgency. The end result is the same Soldiers deploy repeatedly rather than a broader group spreading the pain. The idea of speciallized forces also cuts into totals reguired for general war where having sufficient force on the ground in the offense is critical.

The nature of landlocked Afghanistan and its tenuous supply lines illustrates the danger of relying exclusively on sea-basing and sea deployment or light forces that lack the mobility to cover a broad area.

The Russian invasion of Georgia illustrates the real threat to former Soviet satellites. North Korea and Iran pose an uncertain threat. Assumptions that their leaders realize they would face utter annihilation if they acted irrationally does not discount the possibility that they will do so.

Finally China is another unknown. Its commercial ties to the U.S. would tend to rule out conflict between our nations. But as natural resources such as oil become less reliable, we don’t know if China will behave irrationally in a bid to secure supplies for a billion plus people or secure an island off shore that they perceive as their own.

More of the same in the middle east is a given. But armor has proven its meddle repeatedly in those conflicts. There will be more secure-hold-build to be sure. It is the nature of the “secure” that can vary in size and offensive requirements. Thinking that special irregular warfare forces and small units would fair well against hybrid threats or massed Russian armor is not logical.

Believing that large or small sea-based forces can support warfare in central Africa, Afghanistan/Iraq/Iran, North Korea, Russian satellites, or Caspian sea regions is illogical. FCS reduces the heavy footprint without reducing the massed force combat capability that we have needed in the past and will certainly need in the future.

I agree. BHO and his posse don’t have a clue at all, but we and our grand great grandchildren will have to pay through the nose for what he has put us through so far.

Yes, I much prefer the Bush administration’s serious management of defense acquisition. I forget, how many major defense acquisition programs have ballooned to 25, 30, 50% cost overruns and schedule slips? I think there’s a GAO report to that effect.

Obama’s bringing in Clinton-era defense analysts who, at the least, didn’t break the bank every budget year. And you and your grandkids, MacMan, are going to be paying through the nose for the $3 trillion in operations and damages caused during the Iraq/Afghani wars. And that’s not including the $1–2 trillion caused by deregulation of the financial community, pushed by the Repub party over the last eight years. So why sweat what Obama’s doing? Hard to imagine that he could make it worse than the last crowd.

Why is everyone crying now about the “bill” that’s being left to our grandchildren to pay. Where was the outcry for the previous administration’s humongous tab they left for all of us to pay?

Well, ain’t that grand! I can’t wait to see the “sparkling shinny nickel” arrive on my next pay check. Of course, did anyone else see that Iran successfully spooled up a Nuke reactor. Oh well, what nuclear energy to N. Korea and Iran oh not to mention the Great RED NAVY sailing around our side of the Atlantic in how many years? Nahhhh we’ll be fine after all the world likes us now that we have a new dude.
Will be an interesting remaining 3 more years. It will be interesting to say the least.

I think the step down of Americas Nuclear Arms is a step in the right direction. Untold numbers of dollars are spent upkeeping outdated Land Based ICBM equipment that can be quietly delivered via submarine, or automated delivery method.

I think Senator Clintons effort to communicate with Russia, China, Korea, and Japan about their nuclear intrests is a step in the right direction as well, diplomacy! It would be great if he addresses the concerns of those who spent the time and have line of duty disabilities. I refer to those of us who remained in the Military after Vietnam (even though I survived unwounded, for that I apologize) and were then denied our compensation without an offset to retired pay. I am 40% disabled having suffered an accident to my knee which resulted in a total knee replacement, hosever it is only 40% and not combat related, therefor must have my disability compensation withheld from my retired pay. I would like to note that Sen Harry Reid blamed the republicans for not getting this corrected last year, now that we have a democratic majority, do you think he may get it passed this year. I truly believe that all veterans who have service connected disabilities incurred in the line of duty should have full concurrent reciept. Lets see how this administration meets this challange. As far as weapons procurement we have known for some time that a toilet seat is not worth $700.00 and cost overruns are a method to gain votes and not for the benefit of the troops. Just a note I served with the 3/18 FA in AnKhe VN attached to the 1st Cav from Oct 1965 until Sept 1966.

Ronald, you are dead right, but what most don’t realize is that rather than have standards for Veteran’s benifits, the VA dropped the requirement that a veteran have 24 months and an honorable discharge to recieve benifits. The result? 80% of VA benifits go to people who were kicked out of the military, less than 24 months service and less than an honorable discharge. My father, a WWII vet, served honorably, doesn’t get benifits because someone I kicked out for drug abuse or failure to perfom, that continued the cycle of bad behavior that resulted in a low income and that makes them qualified for VA benifits. The system has been compromised. It is no longer a system that serves the most deserving, but just another welfare system, the most deserving Vets are crowded out, the locust are served.

Everyone is blaming the Bush term of everything that is going on but. But they also seam to forget that the Fanie mae and Bernie Mac programs are the ones that failed the system, and they were not started during Bush’s time. Not only that everyone also seams to forget about the White Water incident/ scandal were the Clintons were involved in, but nobody cared. In one aspect Bush did his job. His job is to protect the American people, buy chasing the terrorists out of the US and back to Iraq and Iran he was protecting you ungratful bunch and as for all of the men and woman in the military, I appreciate what sacrafices you have made for me, as I am retired military and we all made the choice to defend our country and make it safe for our families. As for the ungrateful bunch of people your just clueless on reality. As far as this stimulus it is a bunch of bull and all US citizens should request a full copy of it so we no what none of the senate or congress singed into law and is going to impose upon the US citizens.

Sam: Thanks mate. I think the devotion to investing the economic interest of Canada and America into the oil and petroleum products energy economy, really showed in the last economic downturn. Energy is a great way to invest when there is predicted growth in energy demands, and when it is in a reliable product that can generate new ways of producing power cleanly, and efficiently for low cost. I guess thats what I mean by your assumption that everyones a fanatic. Id be a fanatic too if I was making 3000$ a week and not having to pay living exspenses in a boomtown.

However the economy slowed in growth, housing, iron, production, and consumer spending. Less Bulk Ore, Iron, shipping, cars, trucks, and power generation from these “growth” industries proved to show a real weakness in the ideology that more oil is better, and more importantly the growth in this sector to supply more wealth from the financial market, hurts where we have invested for the last several years. This is without failing that spending trillions on the protection of Shiite and Sunni muslims from a dictator, exceeded America into a state of national debt ever that much further.

To answer also serious questions of national defence, relations dealing with oil and middle east, and America’s energy independence America needs this economic change to better manage the private industries, banks, and financial structures through which it has been generating a serious national debt for more than any democratic or republican administration can remember. This change is more than private interests feeling the publics hand, but change from any line of thinking; not just left or right, fanatic, placator, pacisfist, or leftist. This is a serious change for the future, and I’m hoping that everyone, and every person Middle Eastern, Indian, and Canadian can understand this.

Thats funny. With that last post I left, I wonder if that was President Bushes way of being sympathetic to the Shiite and Sunni community by trying to bring them democracy. One can only wonder what motivated some to choose to make that decision, and others to benefit greatly from it.

That speech OB ama gave was a speech that should have been given to some high school sports team minutes before the second half started.

Instead of a pay increase for active duty, about a pay increase for military retirees that have served in past wars, certainly for E 8 and below retirees. This is certainly not the first war that has come along. I really feel bad for the Korean war veterans. Now they really served in terrible conditions. Sure thing the Vietnam was was terrible if you were in the infantry fighting in Vietnam. The current war is no doubt bad but certainly not on the scale of Korea and Vietnam and the pay and add ons are great now. So give military retirees E8 and below(E9s and officers are greatly overpaid as far as retirees) of past wars an increase and disabled veterans.

So here is what I am going to say to both sides of this debate…First, Obama is the commander-in-chief, but his responsibility and accountability are to US, as every politician who is elected…the everyday people… the warriors who protect us (past and present), the judges who set sentences, the welfare workers who process cases, the contruction workers who build, the teachers who educate, the sanitation workers who clean up after us, the CEOs who make good and bad decisions along the way and everyone in between. I, who did not personal vote for the man, can tell you this: When you are unhappy with his work (or any other politician’s work)… DO US ALL A FAVOR!!! REGISTER TO VOTE AND VOTE HIM OUT OF OFFICE!

In the mean time, educate yourselves from a broad variety of reliable sources as to what is actually happening. And for God’s sake, don’t just take someone’s word for it.… QUESTION EVERYTHING.…and make note of what you see, hear, and read before you decide to speak. From an informed decision a good decision can be made and anything else leads us to disaster and misinformation.

Second, as a citizen, whatever your occupation is, it is your right and duty to question our leaders and call them to the front of the room to answer for what they do, including the good, bad, ugly, or indifferent actions they perform under the name of public service.

Lastly, in the mean time, until you can elect someone out of office, keep asking those questions…they have tendancy to make people think and question what is going on around them.

What has FCS produced that is fieldable today?
Forget 2015 as a roll out date, by then the technology will be old. Realize a poor investment and cut your losses. Spend the money on things that WORK and make them BETTER to help the soldiers today!!!

Most of the preceding posts missed the point.
We can no longer afford to continue the way we’ve been doing things. This includes the cost of being the “world’s policeman”. Our infrstructure is falling apart. Our industry has been largely exported. The “average worker” (if there is such a thing) has gotten poorer, and the “rich” “filthy rich”. I have no objection to making money, and encourage it. Unfortunately, in our economy the money is mad “off of someone else”, rather than the result of value “generation”.

In short, military cuts are necessary, both in operations and research/development. At the same time, in order to keep faith with service members and veterans, promises must be kept. Our government has already dishonored itself for over half a century by failing to keep promises made to veterans of the two world wars, Korea, Vietnam, and now the Mideast conflicts. Currently, we are using “high tech” weapons to fight low tech (cheap but effective) weapons. Our military is handicapped by a situation that is not favorable to resolution, other than killing all the fanatics and anyone supporting them. (This was the tactic used in the Mideast in historical and biblical times.)

Every member of the military especially those that have joined since the war began deserve everything and more that Obama has promised. They all joined knowing that some point they would find themselves in a war zone.

I joined the Army in 1982, 17 and fresh out of high school, going to war was not something I or others joining about that time ever even considered. The last war was Vietnam and we were to young to remember it nor did we study it in high school. Desert Storm was a rude awaking for all of us. I can’t help but wonder how many of us would have joined if we knew we would go to a war zone.

If I remember correctly daddy Bush was in office, a Republican and he was down sizing the military. We had new rules if you didn’t make rank in a certain amount of time or many other reasons you were “requested” to take early retirement. Neither party has always been supportive of our military.

The young men and women joining now deserve nothing but the best. Most aren’t even old enough to drink a beer or carry a weapon or work in law enforcement but they are old enough to die for our country. Think about all those who are still joining knowing they will go to a war zone for a war they and most of country don’t even agree with now.

Maybe I am bias because my only child joined the Army when he was 17 and left two days after during 18. He is now in Iraq and I am sure before he is done with his 6 year enlistment he will spend time Afghanistan.

I don’t believe nor have I ever believed that the place to make cuts is in our military. We never know when they will be needed, and as we learned when Desert Storm happened down sizing or cutting money for defense is a dangerous thing to do.

Republican, Democrat or Independent should always support our military members 200% and never complain about them getting a pay raise or more medical coverage after all it is because of them that you have the freedom to complain!

You guys should show respect to our Commander-in-Chief, President Barack Obama. Some of your comments are clearly insubordinate and indicate that you are disrespectful of our US President.

First of all what good did the “W” Bush administration do for the USA? They spent trillions of dollars to their “Fat Cat” contributors in non-competitive and some times secret contracts that were not audited, nor subject to accountability reviews. Oh, yeah, “W” Bush, a former Military Officer, supported the military; he sent troops that were not prepared for a two week annual training, into a war without proper equipment or supporting logistics, menial training at best, or prisoner/ enemy engagement policies. Yes, there was torture, (yes waterboarding is torture, try it sometime on yourself) unnecessary dead and injured military were coming back home with no job waiting them, no medical support (they were only reservists — who cares?), and no other support waiting for them. Remember reading abut communities having fund raising events to buy soldiers armored vests because these important pieces of equipment were not issued to soldiers in a war zone?
You read stories about pallet loads of cash being used to pay contractors that did nothing, falsified delivery reports, over priced gas, meals and other supplies. All of these contractors got slapped on the hand and were given more contracts without competition to find the best price for our tax dollars.

I worked for a major military contractor…WE WASTED MONEY! I had 3 desktop computers, 2 laptops AND a tough book laptop (alone the tough book costed $4,000 — I didn’t need it). I had to spend $30,000 to $45,000 a month, every month for 2 years, for 3 of us — 3 OF US — even if we didn’t need it! But they said they needed me to spend spend spend, to justify a larger budget when they bid the following year — WHAT A F’n waste! I was paid A LOT OF MONEY — a ridiculas amount of money LOL God I love America!

It is my firm belief that if this President can turn this country around then we need to let him do it and support him to the fullest extent.

The most expensive weapon is the one you do not have when the war starts. Here we go again. It is pre WW II mentality. It would have been nice to start the war with more Wildcats and P38’s instead of Brewster Buffulos and P-40’s. This is the one bit change in my lifetime. I will re-raise my question. What has FCS fielded as of today? It is the biggest Army IT contract to date with no tangible results and is currently the biggest waste of tax payer dollars. Obama is right to “axe” this one.

That isn’t going to help me. I’m a GW Vet and have suffered from the illness for 17 years WITHOUT any compensation. One of the doctors stated that I wasn’t near the P. Gulf. I took them my travel orders and proved them wrong. NO CHANGE. You know the slick little games that the doctors and VA play with your Vet medical records. It took 7 years for me to get PART of my Active Duty Med Record.

If I think someone changed some dates on the copies provide to me from the Active Duty Med record, who can I talk to about it? Oh, they didn’t change the part where they start out stating your age. Opps. Clear as day. Different hand writing. Different style of numbers. Considering they were shredding paperwork, this does not surprise me.

When the bomb goes off in an American city people will be asking “why?” through their tears and pain and the government will say, “not our doing, had to be a carry-over from the Bush administration. I served as an Army Cavalry Scout for 22 years. Most of the ground combat tasks the Army is now using multi million dollar simulators to train there soldiers in are a BIG waste of money. I srved from 1982–2004, and somehow we; like our fathers, and grandfathers before were able to train for combat the old fashioned way; In The Field; and along the way we won a couple of wars too. The Contractor Companys buy the Lobbiest, the Lobbiest buys the politician, and the tax payer flips the bill for a lot of waste.
From 2005–2007 I worked for the Raydon Corporation. A contrator the focused on ground convoy simulators. Complete junk!!! Troops that train in the field will always be better
prepared.

Let’s talk about the elephant in the room. By that I mean the so called lawless region of Pakistan where everyone believes Bin Laden is using for his home. Why is a lawless region holding the # 1 criminal in the world allowed to exist? It’s existence alone is siphoning money that should be used for vets benefits and such. Diplomacy is not working. Obama needs to confront this issue.

I am requesting the President Obama Administration will eliminate the Medicare Part B for Retired Military Personnel over 65 from their Social Security Pensions. I would like to address this important topic on the Senate Floor to explain the reason. I am speaking for over millions of Retired Military Personnel.

The Great One made a speech in 2006 against the US Constitution, he is a professed Marcist, and has little regard for the military. The American people have been brainwashed by the liberal media that blamed Bush for everything that has ever gone wrong. Evidence shows that the housing meltdown was due to liberal policies and a unresponsive Democratic Congress that failed to heed warnings from the Republicans and Bush. All that is in the past, as today we face a fiscally irresponsible Congress and President who have nothing but their party’s interest in mind, not the nation’s interest. The military will suffer, as it always has, under a Democratic regime. What scares me is the lack of vision that the admninistration and Congress has. I give the military 6 years, if the liberals remain in control, then it will be hollowed out to a point we will be a third rate military incapable of maintaining: air-superiority over the battle field, protection of our interest on the seas, and defense the homeland. The military is not composed of a bunch of sheep who stand ideally by in a time of war and watch their capabilities be dismantled by an a President and Congress that will spend less than 3% of GNP on defense and 55% on social welfare programs for people who contribute nothing to the nation, but are sure vote for the Party.

Thank God Captain Jack finally got out of service after 27 years which means he was probaly invited to leave. They were glad to get rid of a cry baby.

This is a fact Jack, President Obama is lying through his teeth. Everyone in the world knows that his proposals are full of pork and cannot be supported by our economy. He cannot fulfill all the promises he made during the run for President. Mr President it is to soon to be running for election in four years, you need to worry about the here and now. Maybe his reason for doing what he is doing is because that he knows that 50% of the people that vote don’t pay taxes and he is making sure that they don’t pay taxes four years from now. It’s ok you can cut other things but programs like the F-22 are already out there, as of Sept 2008 we have over 120 raptors made and more on the way. The initial order is nearly complete. You can’t cancel something that already exists. The F-35 program will start when raptor production stops. Can’t cut that either we have orders from NATO allies that are chomping at the bit to get this technology, and will pay big money for it. It will take a long time to erase the advances that we have militarily. Too many things are in place especailly with our Air Force and Navy to undo. Weapons like the Raptor and the Nimitz class carrier can’t be undone. They are already here.

On this statement he promises more pay for the military. But today’s Budget release his proposal is to cap the military’s pay raise to 2.9% and Federal civilians to 2%. This man keeps going back on his word and nobody cares.

Unemployment is at all time record highs in many parts of the country. He is saying he is going to cut military spending which will cause the defense contractors to layoff 1,000’s more. I guess they will be retrained to run printing presses to make some of the money he is giving away!

I have this vision…it is a very large long fast moving train of unbelievable weight heading full steam towards a very crowded station and the dudes responsible for driving/controlling the train are asleep or looking out the window at the cows and birds not realizing the station is so close and the speed is do high.

America is old and gray…we don’t have the needed human resources for a major war now. Technology as alternative is way over priced… $1 million for model airplane (drone) $100 mlllion for a real fighter plane.

VA Health Care is more efficient today, but has a long way to go too. I have to wait 4 to 6 weeks for appointment to see a doctor.

I hate to say it, but pays to make appointment, 6 weeks out, just in case something serious, but not deemed an emergency, happens to you in the meantime…you can get in sooner…

I think President Obama is right on the mark.
There are too many things going on in the background, too many things most of us dont know about, to try and second guess him. His guy’s got a whiff of the actual cost’s being charged the goverment for those “Future Combat Systems”. I think $150’000.00 to $300’000.00 being charged for a commercial off the shelf “COTS” item that would normally cost joe coffee $50’000.00 at the local hobby shop is outrageous, and right along the lines of how the behind the scenes costs of items the goverment is buying from no bid suppliers with “friends” in the DOD is being run right now.
Remember the $600.00 toilet seat, the $1’200.00 hammer, or the $400.00 screwdriver. This kind of stuff has been going on behind the scenes to favored suppliers in sweet deals making people rich at OUR expense. No one has complained about it because the programs are classified, and therefor secret, so no one gets to know unless they need to know. The rich get richer, the military gets to raid the candy store for anything they want, and the status quo does not get disturbed. WHO would complain about that?

Belt tightening is way overdue here. And a new plan that gets our WHOLE military, every branch and division of it, working the same way, and buying the same things, and coordinating everyhting they do so there is no waste or repeated effort. One country, one military, one way of doing business.

post-Troops don’t need a lot of high tech-they need field training-problem for the contractors is, field training is a lot of sweat and way too cheap-approaching my 20th year as a DoD civilian, I can tell you that the DoD could 25% of its budget by getting out of research and another 25% by just regaining its focus on fighting the enemy.

look at USAJOBS-the Army has an opening for a computational chemist! As a chemist, I’d love ajob like that. However, computational chemistry is research-pure research, as in drug discovery or elucidating the nature of chemical bonds. Some chemist is going to land a 6 figure salary, trying to explain quantum mechanics, basis sets, Slater integrals and Hartri Approximations to some colonel who really ought ot be sweating the beans, bullets and bandages.

Got news for you– aviation fuel doesn’t burn hot enough to melt steel or cause planes to evaporate into thin air. Do you actually think they would build planes out of materials that would melt in an aviation fire? Never once in aviation history has a plane crashed and left no wreckage except on 9/11 and there were 2 that day. Look it up. Can anyone explain to Dew why when you cut down a tree you cut a wedge out first. I guess it is a good thing that trees and buildings have different rules when following Physics. If the twin towers collapsed due to the plane strikes, then the floors above the impact site would have collapsed in the direction of the actual impact and not strait down. Also, look up 9/11 and pull some new footage of the actual collapse and apply Newton’s Second law (that would be free fall if you don’t know). If as it was stated the buildings collapsed as one floor dropped on top of the other then explain how the building from start to finish fell within the 10 second, free fall, threshold. No resistance what so ever. One would think that there would be at least a one second delay as floor fell upon floor. But since i am so simple minded here is some history for you:

First off stop crying about the military budget. Not figuring costs for ongoing operations, the U.S. government spends 3 times the tax payers money on Obese people alone. Second, the whole and singular reason we ‘don’t’ need these weapons is because we ‘do’ have them. The capabilities of these systems put us on top (even if they are 30 years old) and keep us there. Just because no one is a credible threat now because of these systems does not mean we won’t have credible threats if we get rid of them. This bill is naivite in its most vaingloriousness. I can say with assuradness other countries are trying their damndest to catch up to us technology wise. Many, including old enemies, are getting VERY close. Some of the things the new weapons of these counties can do are, frankly, amazing. Obama somehow thinks by cutting research/development/funding on projects already in the works will make us safer? That is just plain ignorance. I will agree there are… problems with the system (especially concerning money). But cutting the balls off our military is not the solution. Finally, some people here (and you should know who you are) should wake up and smell the truth. Stop clinging to baseless conspiricy theories and the ilk. The evidence and experts are out there. The era of big government is back. But conservatives ought not simply to worry about the size of government or the federal deficit–although a $1.7 trillion deficit is an eye-popper. They should worry, too, about the shape of American government. Barack Obama may be running up World War II levels of debt, but he’ll be running down the U.S. military.

Of course, that’s not what the headlines on administration press releases or in the actual newspapers say. Even the leading defense industry paper, Defense News, trumpeted “Obama Budget to Boost Spending” for 2010. But a closer reading of even the sketchy budget charts provided by the administration this week paints a very different picture.

Take first the question of the current budget, the fiscal year 2010 spending that Congress will approve this year. As during the Bush years, there are two critical accounts to track: the normal or “baseline” defense budget and the “emergency supplemental” appropriations to cover wartime costs. In order to understand what’s really happening, it’s crucial to try to keep these distinctions clear. To make an everyday analogy, it’s the difference between the sticker price of your car–what it costs to bring it home from the dealer–and the expenses of filling it with gasoline and keeping it running.

In 2009, the Bush administration’s baseline budget was $513 billion, and the plan was to spend $523 billion in 2010. The Obama administration announced this week that it would “boost” the 2010 figure to $533 billion. So the Obama budget is bigger than the Bush budget, right?

The reality, though, is something quite different. Here’s where the question of wartime supplementals comes into the picture. The Bush administration’s last supplemental requests were for $188 billion in 2008–at the height of the Iraq surge–and a $65 billion installment on the war costs of 2009. The Obama budget adds another $75 billion in war costs for 2009, for a yearly total of about $140 billion. What accounts for the whopping difference between the 2008 spending of $188 billion and the $140 billion to be spent in 2009? It’s not, unfortunately, that the success of the Iraq surge or the drawdown now beginning in Iraq are saving much money. Indeed the immediate costs of a safe withdrawal are no different from those of staying on. And, with a second surge–really, a long-term ramping up–of forces in Afghanistan about to begin, the supplemental cost of those operations is going way up.

What’s happening is probably that what previously has been counted as “war costs” is migrating from the supplemental appropriations to the baseline budget. This is what reformers, good-government types, and the folks in the Obama Pentagon mean when they talk about “honest budgeting.”

Particularly in the 2007 and 2008 supplementals, tens of billions of dollars were spent to “reset” the Army, which has seen its equipment stocks decimated by the efforts in Iraq and Afghanistan, and to buy needed gear like the heavy Mine Resistant Ambush Protected vehicle–the Big Wheel-like carrier that is being used in convoys and for patrols instead of the thin-skinned Humvees. The Washington Post reported, too, that the costs of countering improvised explosive devices, the increasingly sophisticated “IEDs” that account for a disproportionate share of American casualties, are now to be paid for out of the baseline budget. The bottom line is this: The Obama defense budget isn’t “boosting” anything. As should become apparent over the next two months as the administration prepares detailed defense budget proposals, this actually is the beginning of significant cuts in defense programs. What the president really means when he talks about “hard choices” is a less capable U.S. military.

The Obama budget is an especially stark and in-your-face announcement of a new direction for the country. Indeed, budgets are the most concrete expression of a government’s prejudices and ambitions.

Consider how, per the budget, Obama imagines the America of 2016. The economy has recovered in fine style. The stimulus produced a spurt of growth and the economy is expanding permanently at about 2.5 percent per year. Inflation remains low, about 2 percent, the annual federal deficit is “only” $500 billion, and total GDP is a touch more than $20 trillion. These are the assumptions enshrined in the Obama budget.

But the government itself looks more like the government of France than what American governments have looked like in the past. We’ll be spending $4.5 trillion on social entitlements–Social Security, Medicare, and Medicaid–debt servicing, and other mandatory programs. That’s about 22 percent of GDP. Discretionary domestic programs–the prime source of congressional pork–have grown to nearly $700 billion, another 3.5 percent of GDP. Defense spending will be smaller. The baseline defense budget will be $594 billion, less than 3 percent of GDP. That’s half the 50-year Cold War average.

The United States cannot remain the sole superpower, the guarantor of the international system, if it chooses to spend just 3 cents of every dollar on defense. The Obama administration loves to talk about “soft power” and “smart power,” but the fact is that “hard power” is still real power. The Obama budget is a plan for steady American decline.

It also plans on a rapid retreat from current commitments. Announcing his Iraq withdrawal plan in a speech at the Marine base at Camp Lejeune, N.C., on Friday, Obama said–“as plainly as I can”–that U.S. combat forces would be out of Iraq by August 31, 2010, and that the “residual” force of advisers and trainers would be gone by the end of 2011. The budget codifies this timetable in dollars: The projected wartime supplemental for 2010 drops to $130 billion. The largest slice of that pie will pay for the withdrawal of 12 combat brigades from Iraq, while it’s likely that the costs of fighting in Afghanistan–where commanders see 2009 as a holding of the line in preparation for more effective operations in 2010–will begin to equal Iraq costs. But the big drop is planned for 2011, the year that the Iraq status-of-forces agreement takes full effect. In that year, the Obama budget has a “placeholder” for wartime costs of just $50 billion. Based on the numbers, by 2011 Obama plans to be fighting the “Long War” at less than one-third the cost of the effort of 2008. He’s fulfilling his end-the-war campaign pledges, but almost certainly at the sacrifice of any lasting victory.

An American retreat that leads to a longer-term American decline will make for a very different world. Obama’s budget is a signal to friend and foe alike that the United States is turning inward, will be a less certain ally and a less powerful adversary. It’s there in the numbers. Indeed, these numbers almost perfectly reprise the Clinton “peace dividend” of the 1990s–minus the peace. How the world will respond to the combination of a deep and long-lasting economic contraction and a shrinking of American power is difficult to say. The historical precedents are not encouraging: These are the conditions that preceded World War II.

There is nothing inevitable in any of this. President Obama is presenting one path forward. Other political leaders–especially those who understand America’s role in the world–can present an alternative way forward.

Our last President spent time in the Navy and for eight years he did not talk about more pay and benefits for our troops. The Congress just passed HB 1388 last week, which is a massive 6 billion dollar plus federal social indoctrination program that will mandate that children, their parents, and adults to attend camps and other training/programs designed to stamp out Christianity and any resistance to the new fascist state.

HB 45 will make it a federal crime for gun owners not to keep the government informed as to where they keep firearms (this is the same technique used by Adolph Hitler prior to the Nazi gun confiscation program). Many local law enforcement agencies are already following the federal agenda of demonizing/controlling citizens, such as the Missouri State Police which issued a publication last month, the MIAC Report, that alerted its officers that anyone who has a Ron Paul (a sitting congressman), Bob Barr, or Chuck Baldwin (Baptist pastor) bumper stickers on their car should be considered potential terrorists/militia members.

HB 645 will create six large new large concentration camps (FEMA) in the U.S. for renegades who still believe this is a free country.

The federal government is currently undertaking a large scale operation to quickly install 40,000 graves (cement vaults placed with no room between them) at the Arizona National Cemetery; and this expansion may be happening elsewhere such as at the national cemetery in Houston, Texas.

FEMA has been asking local officials, such as those in Indian County, Illinois, if they have areas that can be used for mass graves because of the avian flu. Add to this that Baxter Pharmaceuticals has “accidently” shipped the avian flu in doses of its flu vaccine to a number of countries overseas.
