Persistent rumors from the allied community in Washington had the Obama administration dropping a key concept from this QDR — building partnership capacity. So I checked with the policy folks at the Pentagon and was told essentially that the Obama administration views this as a central principle to US strategy and it will guide all policy analysis during the Quadrennial Defense Review — and not stand separately as a goal.

“Current DoD leadership believes partnership is fundamental to pursuing U.S. national security objectives, so it’s wrong to assume that BPC is being dropped or de-emphasized in any way,” OSD policy shop spokesman Lt. Col. Almarah Belk said in an email. Given the usual opacity of Pentagonese — especially on tricky policy issues — I checked back with Belk and offered my understanding of what was said — So building partnership capability will be a fundamental part of this
QDR for analytic purposes and will guide related policy? Belk said this is correct. 

This marks a fundamental shift from the Donald Rumsfeld days, when allies were fundamentally seen as supplements to US power, as opposed to crucial elements of US power around the world. During the last QDR Rumsfeld created a separate execution roadmap for building partnership capacity.

So when that appeared to disappear during this QDR the allies started to worry. And that nervousness over just what path the Obama administration might take began to manifest itself in questions about what capabilities the allies will get in their versions of the Joint Strike fighter. DoD and the F-35’s own PEO continue to claim that allies will get the same plane as is delivered to US forces. With Japan continuing its push to get some version of the F-22 this QDR’s handling of US policy regarding allies will be key. And that doesn’t even touch on integrating allies on systems such as the son of FCS network, sharing of intelligence data and how to handle how we work with unique allied capabilities such as the Czech’s chem-bio troops.

Ok, is it just me, or is the DoD looking to export the F-22 now? Judging by this article it looks that way. BTW, I completely agree with this assessment, I’ve been saying this for years. With a lot of coalition help in Afghanistan, mainly from our European partners, especially the U.K., France, and Germany, also the Aussies. 

This can be a great step for NATO (and Australia) enlarging to play a more important role in future conflicts with our partners. They might not have been willing to do it with Bush Jr. for obvious reason, but I still like Bush, god bless him. Just look at WWI and WWII, the US can’t fight it alone anymore, although some would argue this.

Right now, we are forging relationships with Japan and South Korea, which is a good thing, having friends in Asia would be a tremendous step, in case of a future conflict with Russia, or China. Not so much China, with the dependence on each other, makes it highly doubtful. 

Although, I still have reservation on Russia, with the falling population, they could get desperate 10–20 years from now, hell just look at North Korea, paranoia is one of the main causes to start a war (case in point, Japan during WWII.) Same goes with the current, Iran, but they have alot of internal problems, that will not subside anytime soon. 

Anyways, it’s highly doubtful they could even think about matching Israel. Hell, there may never be an Iran/Israel war, with all of the distraction with the people. The only possibility I see happen is the suppression on the nuclear facility, and various military hot-spots, like the first gulf war.

Export of the F-22 is a possibility, we will see in the next few months if it is feasible. I have reservations however, with the tech of the plane, although it will be raped from the original model in the current USAF.

The enemy of my enemy is my friend, and it holds true here.

This smells like a way (excuse) for the administration to cut back our defense budget even more by building up allies that have historically shown no willingness to take proactive (and often reactive) measures to protect themselves. I think the last thing we want to do is go down the road to making ourselves too dependent on our allies…I see nothing wrong with them being “a supplement to our power”. That doesn’t mean we can’t be well integrated with them, but I don’t want to “build partnerships” at the expense of our own sovereign military power. With the exception of the UK, we simply cannot depend on “allied” support in future conflicts. Now if the administration wants to build up our allies without changing the way we do things, that is fine with me, but it just seems unlikely.

I pray to myself that the US government will not be able to count on the support of the US military in future conflicts. I would pray out loud but I might offend someone and I would not want to do that now would I.
Of course my prayers might change if the US government was actually trying to run a Republic rather than an empire.
Since empires provide so many opportunities for employment and entertainment in foreign lands it is unlikely that most people in the US will want to actually live in a Republic. It is too boring.

DensityDuck, great point, that one slipped my mind while writing it. Plus, as you know (very knowledgeable in this area), the price will drop also making it more affordable.

Alex, I defendantly hear where you are coming from, and you could be right. However,what made me question that proposal, is that Mr. Gates guaranteed that their would never be a cut under his orders. I watched that video about a month ago. Granted, he could have changed his mind, but the Secretary of Defense is far less likely to lie then every politician in office. Thus, I believe him. How long he is in office is anyone’s guess.

Another point, Obama has a lot more things to worry about, then the defense. His poll numbers are slipping bad in the past two weeks, from very credible polls, that are known for being bi-partisan. Unemployment is about 10%, the last thing we need to happen, is the Defense Industry to lose thousands of jobs. So, for job security, I don’t see that happening. Plus, American’s would look at his a a pansy by cutting the Defense, which we all know he is one. I saw a poll on Gallup about the Military 1 week ago, and 63% agreed we should maintain, or increase spending. Interesting poll to say the least.

He put the DoD in charge of everything, in turn, stay out of their way. Jesus, he doesn’t know the difference between the F-22 or F-35. Honestly, it’s the Mr. Gates show now, and so far, and he has been under a Republican and Democrat. If Obama selected a new Secretary, then I would worry about your assumption, but being under two different parties, I trust Gates alot more.

The defense budget was increased by 4%, yes, the acquisition process was cut by 30 billion, but the entire budget was increased over Bush. If you have time, check out Wikipedia and search Defense Budget. That’s where I received my info. Don’t get me wrong, I don’t support Obama’s policies, but he so far, doesn’t seem like Carter or Clinton when it comes to Defense. Case in point, I read articles on the Internet from January and February, and they stated that the budget would be lower then Bush. Glad they were wrong.

Please stop repeating the lie that the defense budget was increased. IT WAS DECREASED! Decreased quite significantly in fact & it is only because the Obama Administration added much of the WOT costs which were previously provided for in separate supplimental war appropriations that the “number” for the defense budget is not down. It is sad that you (like others) have follen for the scam.

What are we paying for? Increases in military personnel costs.…good move. Decreases in power point charts and contractor profiteering …good move. Congress shoulfd focus on building ecomonic infrastructure not lining the pockets of a few thousand retired acquisition personnel who let waste and fruad reign during the last 12 years. The waste is still flowing and still needs to be stopped. SecDef Gates and his team IS MOVING IN THE RIGHT DIRECTION. If we continue to rape the taxpayers to pay for the military industial complex to keep retirement jobs for double dippers our nation will soon go broke.

When I was in Afghanistan there were a lot of different allies in the area. Only the U.S., Canada, and British were worth spit. Blow up a Belgian vehicle and they’d stop patrolling. The Germans generally wouldn’t get out of their armored vehicles and so were obnoxious and unliked. EOD was handled by one of our allies and would take three days to get to a UXO site so it was standard practice to pick up UXO, put it in your HMMWV and bring it back to a spot just outside the base (otherwise you’d have to secure the site for three days!). The Mongols mostly were there to sell U.S. supplies to the locals. It goes on…

So far as I can tell, there are a few allies worth training and equipping but so far as I can tell there aren’t many.

There are a two dead concepts stinking up the place. One is the “two way street”. This administration is so busy killing off our domestic defense industry — did anyone get Zinni’s crack about turning BAE into a “smart power” outfit as he took the helm as CEO ? — that they have no bucks and no political will to buy abroad, even when they might get a good deal. The other dormant concept — this from the other end — is “burden sharing”. If the US won’t pay the price and bear the burden of its strategic liabilities, why should anyone else ? So making ourselves more dependent on our allies is just wishful thinking — something we have seen no little portion out of from the Obama White House and the Gates/Flournoy Pentagon.

If you would like to get information about joining a really crack team all you need to do, if you are in CONUS, is to start eating 10 Poppy seed buns each day. If you are in Germany just start eating 2 of those poppy seed pastries each day. If you are anywhere else you will just have to get lucky.

I recently heard on CSPAN (House coverage) that we are not going to procure anymore weapon systems in the U.S. Instead, we are going to buy weapon systems from China, Taiwan and NK.
