Rick: No; it’s that the Army has enough total dollars to do those things, but only some of those dollars are in the “buy upgrades” pile. Other dollars are in the “overseas ops” pile.

Now, it so happens that overseas ops doesn’t need all of its pile. You or I might say “great, take the extra money and give it to the upgrades pile”. But money is allocated to piles based on a scientific process involving hands and butts and a good deal of pulling; and to simply throw money around wherever it’s needed, well, that would just mess EVERYTHING up.

So let’s see if I got this correct.

1) The Army feels that it has enough money allocated to both:
a) Fight the wars in Afghanistan and Iraq (that’s the ‘overseas contingency’ fund).
b) Do the desired equipment upgrades.

2) The Army WILL NOT use money from the war fund to upgrade equipment in case combat operations cost more than they currently project.

3) Since the Army has enough money Abercrombie is going to take some of it away so they won’t have enough.

4) Since the Army has what they think is a good paln and this congressman wants to screw it up Obama is an anti-American child of Satan.

Does that about cover it?

The Military Industrial Complex is a well fed machine. I said it once and I will say it again, the power structure, 1 being highest:

1) (International) Bankers (Wall Street)
2) Military Ind. Complex
3) President

Obama, doesn’t pull the Military strings, the bankers do.

Dandy, thank you man. The USAF received 18+ Billion, from the Black Budget. Funds for the R&D of the 2018 bomber, anyone!? Does anyone honestly believe the USAF and USN is struggling under Obama?! Jesus, it’s not hard to believe, just research. The DoD will receive 767+ Billion this upcoming year, and it does NOT include the Black Budget!

So, in a since, their is over 850+ Billion for ONE year! Mind you folks, we are in a DEEP FREAKING RECESSION! We should be happy we receive an 70+ billion in “overall” budget, Base, Supplemental, Black, .ect.…

Flame me if you want, I couldn’t care less, but that is the truth.

But then Obama funded four additional F-22s with supplemental contingency funds. This was once justified as replacing lost equipment, but were four USAF jet fighters lost this past year?

But I agree, the Pentagon has been covertly expanding their budgets even more by using war funds for normal ops.

BTW, for those he don’t read much, Obama is spending more on the military that Bush had planned. The nation is going bankrupt but the Feds boost all spending and give everyone more pay raises. Hopefully, we will get a conservative president who will slash all spending and federal pay, and withdraw from these colonial wars.

I think DD is correct. Can’t move money from one “bucket” to another “bucket”. Either way it looks like government is working the way it is supposed to. Congress is questioning actions made by the Executvie Branch. If anything needs to be fixed or adjusted it should get fixed.

Previous overseas contingency operations (OCO) supplemental funding rules allowed a certain amount of “reset” to include equipment upgrades, but the FY10 OCO rules became more restrictive to ensure war supplemental funds focused primarily on current ops, not enduring capabilities. Any procurements with OCO funds must be delivered in the year of execution.

I’m a bit confused by this post. It seems as though Chiarelli is saying that the Army’s budget is big enough, when taken as a whole, to do all the upgrades that it wants. However, the OMB has declared that it can only spend a certain amount on upgrades, and that’s NOT enough to do all of them; whereas other parts have wasted space.
