A Tier I backbone ISP will not take a commection from a peer network that does not force security software and checks on its customers computers.  This would ripple all the way down, and is easy to contracturally implement. Could be done without new laws... Would however require ISPs to cut off PCs/PDAs/Handhelds for good (or at least until re-certed) that don&#039;t comply.
