A few years ago, Dave Thompson of Spectrum Astro stood up and for the first time in decades challenged the NRO to do better and different. Nothing has changed except the names of the guilty......Need to fix the problem which is an every expanding bureacracy with no motivation to change to include the same old tired leaders doing the studies and critquing that created the problems. This is another defunct and largely irelevant Cold War Agency trying to justify the personnel and budget allocations the blow each year while utterly failing to produce anything of value. They don't need a new charter, they need to be re-examined to determine if they're still relevant. "Formalizing Processes....." is buzzword for bureaucracy. What they really mean is that "we’ll make it hard for anyone to work with us, thus ensuring we can continue to be a drain on the taxpayer while pretty much failing to provide the intelligence we were designed for."
