A few years ago, Dave Thompson of Spectrum Astro stood up and for the first time in decades challenged the NRO to do better and different.  Nothing has changed except the names of the guilty......Need to fix the problem which is an every expanding bureacracy with no motivation to change to include the same old tired leaders doing the studies and critquing that created the problems.
