No Air Strike Rule Changes

UPDATED: SASC Approves Petraeus Nomination In Quick Voice Vote

Incoming Afghan commander Gen. David Petraeus told senators today that he will not change the rules of engagement or the “tactical directive” — which guides the use of air strikes — put in place by his predecessor.

What he will do is ensure that those rules are being uniformly applied by commanders in the field and that overly cautious officers at various levels are not imposing their own maximalist interpretation of the ROE and directive and slowing the responsiveness of fire support when troops’ lives are on the line: “We have to be absolutely certain that the implementation of ROE and tactical directive is consistent across the force.”


Petraeus was questioned by members of the Senate Armed Services Committee about his views on the tactical directive guiding the use of airpower and artillery issued by former Afghan commander Gen. Stanley McChrystal that was designed to curtail the growing number of civilian casualties that was posing a threat to the entire Afghan mission. The Afghan people, and the Karzai government, were growing increasingly enraged by the rising civilian death toll.

In counterinsurgency, the human terrain is the decisive terrain, Petraeus said, and he intends to do everything he can to keep the civilian loss of life as low as possible.

The ROE in Afghanistan are straightforward and largely the same as have guided military operations over the past few years, including operations in Iraq, he said. When troops are taking fire from a house, and they’re not sure whether civilians are in the house, instead of dropping a bomb on it, they should break contact and observe the house for a time, Petraeus said.

Petraeus’ nomination was approved by the committee in a rapidly cobbled together voice vote. Now the full Senate must vote on his nomination.

You cant explain it verbaly — it has to be in writing for it to work. This ROE is written with so many hidden factors and unclear baselines it can bite you in the six. It needs to be re written in lamens terms so that the intent is clear to all and can not be misenterpited or allow upper echelon to be able to say that you missread it and violated its intent which is what everyone is on ends about right now. If he doesnt put it in writing then nothing has changed except the sign on the office door.

I often wonder at the hubris of our American generals. Not a single one would tell George Jr. he was wrong, and now we have the successful “surge” general go to Afghanistan, which has defeated the mighty British army twice and humbled the ruthless Russian army. Since we are already “surging” — a quaint expression for what some us remember as “escalation” — he has no where to go except down. It’s like a Super Bowl quarterback who doesn’t know when to retire. Petraeus can talk all he wants about strategy, but in the end, we’ll just leave Afghanistan like we are leaving Iraq — no better off than when we invaded, but at the cost of 5,000 dead and 25,000 wounded and $1 trillion.

If I were Karzai, once he retires, I’d hire general McChrsytal to run the Afghan army, just the way the British sent Gordon to Khartoum, but with a better outcome. Then they’d be assured the fight would be taken to the insurgents.

Gen. Petraeus is Gen. McChrystal’s Yoda. The ROE is all Gen. Petraeus approved.

Maybe so, but McChrystal was a butt-kicker long before Petraeus dreamt up his ROE “strategy.” If we truly believe this is a war, then we need a fighter, not a strategist. We need a Patton, not an Ike.

More like we need a leader. Saint Petraeus may suffer a similar fate to McChrystal if the President doesn’t fire Karl Eikenberry and Richard Holbrooke. Moreover, he needs to get his White House staff all on the same page. It’s inexcusable having Rahm I. Emanuel, Biden, and David Axelrod all making comments contrary t the President’s strategy.

I guess this means more Show of Force flyovers. The emeny is laughing at these now a days. Stop the show of force and drop the bombs that way the enemy will not attack after the flyover. One of the Dumbiest ROE of the war.

Don’t think defeating the Taliban in Afghanistan is vital to our national security. Its Al Quaeda we want, and they are in Pakistan we’re told. Not much there since the defeats by the Northern Alliance aided by the Special Forces resembles a COIN strategy.

Amazing stupidity, at all levels, to agree to “No Air Strikes”. Now the enemy can hide, without distractions, among the civilian homes, and living areas without fearing an air strike that may kill them. Their preparations, to kill NATO troops, will unimpeded again! What the hell kind of Strategy is that to fight a war, without the use of Air Power!!!!?????

Efficiency and economy of scale is a real requirement of the military and should be a definite criteria for City, County , State and Federal governments!

I cannot believe this eyewash. As in the past the ROEs are not here to protect American lives but to suppress U. S. Forces and cover Washington’s tail. It still amazes me how the lives protected by the ROEs are still more important than the lives of the brave Americans who fight others battles. If you don’t want to fight to win then let’s just go back to isolationism, otherwise get off your political agendas and let’s get on with it

If Karzai is so worried about civilian casualties then maybe we should pull out tomorrow and see how many casualties happen when the taliban take control again!!! My guess is that the numbers aka body count of civilians will double or triple because they consorted with the enemy, namely us!

Do we really think we are there for “Democracy”? Of course not,

Since the US has recognized publicly the enormous “Natural Resources”, “Money Talks, BS Walks”.
The Mid East Theater War was supposed to be paid for by the Regions “Oil Revenues”, so where is that money now?

The military is cleaning up a “Political Nightmare” that was dishonorable from the beginning.
The State Department created many “Bogymen” in that part of the World, now we see “Political Karma” biting this nation in its six.

I am a “meat eater”, but this must now be “cleaned up” so that those that answered the “Nations Call”, did so with “Honorable Intentions”, despite the “Black Hearts of The Politicians & Bankers”.
This “Administration” inherited a terrible, and historically bankrupt situation for all.
