One of the trial balloons floated in the last two weeks in the fevered European debate about what not to buy for defense was that France and Britain would share aircraft carriers.

Publicly and officially their defense ministers repudiated that idea today but they did raise the prospect of sharing the fleet of the hugely over-budget but technologically impressive A400M air transport, as well as helicopters and some “naval units.”

“Tankers, A400s, naval units, but just to be clear not aircraft carriers, are areas where we can work toward pooling,” French Defense Minister Herve Morin said after a meeting with British counterpart Liam Fox. Several news agencies reported Morin’s and Fox’s remarks earlier today.


“This is about mutual interests. Our two natural partners are the U.S. and France. I can’t deny that there is an element of urgency added by budget concerns,” Fox said. Even though his country won’t share carriers with France, Fox left open the possibility the U.K. might cancel one of its Queen Elizabeth carriers, a decision he said would be taken in October. BAE Systems is the lead on the deal, with Babcock International Group and Thales as key partners on $7.5 billion deal.

The comments by Morin and Fox appear to leave on the table the idea that Britain might borrow F/A-18s from the United States for its carrier fleet. Britain has also reportedly considered canceling its F-35B STOVL buy for the carriers in favor of longer-range F-35Cs. this would require substantial additions to the carrier fleet, changes that have been designed to. But they would presumably increase the ships’ costs.

The Europeans have a long history of sharing assets — the NATO AWACS aircraft, the more recent heavy airlift “wing” in Hungary, there is a Franco-German rapid response force, etc. This would be a new leap of faith for them — what happens if France decides they don’t like NATO again and the English commit an aircraft carrier to a NATO operation? Would French pilots try to take shared aircraft and go home?

Debate, debate… Good. Eventual carriers in common (thanks God, ministers were more rational than the press!) With occasional references to “My Dear ! What if the French want to bomb a country?” To my knowledge, the UK bombed bombed quite often those last years… The French refused. If the Rafale is one day on a (still possible) RN carrier, hope that they effectively go home before we make other drama…

I’m not sure why this unfounded speculation is of interest here. Both France and the UK are part of NATO so I not sure of what they would want any mutual defense agreement. Both countries have very different cultural and political views on their Defense establishments as well as different defense needs.

The on reason I can see for this speculation is efforts of the International Defense Industries to influence the internal debate being held with in the UK on the size of the Ministry of Defense. From all indication from public opinion poles to what is being “officially” leaked is that a 20% reduction across the board of defense expenditures can be expected from the UK.

On the issue of the F-18’s. The USN already says they are short of F-18’s themselves, why would they loan any to the UK. If the UK want to switch to the F-18 I’m sure the Boeing sales will be on the next flight to London.

There is a lot about the F-35 that is not going over to well in the UK from the US Government refusing to provide the software for the F-35 to the UK to the constant increases in cost for a “Budget” aircraft for the Royal Navy and the RAF the Ministry of Defense had intended to order.

I wouldn’t be surprised to see the UK and Commonwealth back out of the F-35 deal.

The EADS A400M that is pictured will most likely be a contender along with the Embraer C-390 as a replacement for the 60 year old US C-130.

The ordering of five additional C-130’s last week from L/M with left over monies before the end of the fiscal year is an example of the corporate welfare that is most objectionable by the US DoD. None of the services asked for these C-130’s

October could be a very bewitching month for the International arms makers and dealers.

The UK will be out of the F-35 Nightmare by the end of the year. You see with such a small nation they are turning their war fighting budget to fight the wars that are in front of us, not to “what if ” situations and “maybe enemies”. They also have to justify their operating budgets to the taxpayer, since military programs can be ended with a “no confidence” vote at any date. Look for the 2 carriers to be built with cats and arresting gear for the Rafale M 4.0.
A note for Charles and stephen on this page, after 6 years in Afghanistan(10th Mtn, 101st, 1/3 Marines, 5th&1st SFGs) I can personally tell you that French & Dutch CAS is prefered to USMC, USN & USAF fast movers. so lets ditch 10 JSF and operate 50 Super Tucanos for 20 years and still have change left over.
