Pakistan wants detailed ROE for US forces

The government of Pakistan wants a detailed agreement with the U.S. about the rules of engagement any time American forces operate inside its borders — but Washington is refusing, the AP reported Thursday.

It could be a good sign or a bad sign, depending on your perspective: You could read it as a positive signal that Pakistani officials aren’t totally rescinding any hope of restoring a good working relationship with their American counterparts. But you could also read it as a clear desire to step in and control the American intelligence and special operations presence as much as possible — which could spell inconvenience at best and disaster at worst.

The reason American officials did not notify Pakistan about May’s raid against Osama bin Laden was to keep elements in Islamabad from warning the terror leader and letting him escape. Evidently Washington doesn’t know exactly who it can trust and who it can’t — and that could change from day to day — so it elected to tell no one. If the U.S. signs a specifically delineated agreement on rules of engagement, it could find its way into the hands of bad guys, who might get an edge by knowing what American forces will and won’t to do get them.


Even if the military rules don’t leak, the other aspects of the ROE agreement that Pakistan wants are a recipe for compromised operational security:

Pakistan military officials want the U.S. to sign what is called a “memorandum of understanding,” an agreement they want to include such details as the number of CIA operatives working in Pakistan, notification before U.S. drone strikes, intelligence gathered and a written promise about Pakistan’s role if al-Qaida’s new leader, Ayman al-Zawahri, is found in Pakistan.

“There can be no more gray areas,” said a senior Pakistani military official who, like others, spoke on the condition of anonymity because they are not permitted to speak publicly about diplomatic negotiations.

Translation: Pakistan effectively wants veto power over American operations there. Especially telling is that it wants to be read in if and when American forces go after Zawahri, to avoid a repeat of the bin Laden embarrassment. Pakistani officials probably know they can’t use diplomacy to get the U.S. to cancel a raid against somebody like that, but if they get a heads-up before it happens, they can at least tip off Zawahri so he escapes and remains a nuisance to the United States.

But if Pakistan is as important as Defense and State officials keep saying it is, does it make sense for the U.S. to sign some kind of agreement as a gesture of good faith? The two countries have got to get something going if they’re going to restart their relationship after the bin Laden raid, right?

Well they can shove their ****ing ROE idea up their ***. I’d make a terrible diplomat.

Anyway, from what I understand, the only reason we’re buddying up with Pakistan is because they’re in a strategic position for our supply lines? Am I right or just talking out my young innocent butt?

We need to agree to establish a MOU with ROE. Have the House and Senate agree tohat DOD (with Army as lead) write the Draft ROE. Then have the Army send it over to USMC and other services for concurrence, then have the whole thing reviewed/revised at DOD before going to State. Once State and DOD concur, send it back to congressional committees for approval, let both the House and Senate approve, and send it to the President.

The whole process should be complete sometime in 2019 (or later), then State can take it to Pakistan for discussion and amendment.

That’s pretty much the problem Lt. Most of our ground resupply into Afghanistan goes through Pakistan. At the same time that they’re a partner in that aspect, they’re our enemy because Al Qaeda and the Taliban live there and they’re either unwilling or unable to do anything about it. The border region might as well be another country with how little control the Pakistani government has over it.

ROE. If there are bad people we don’t like that you aren’t dealing with we will bomb them. The end.

ROE? Pakistani government doesn’t deserve to even guess at our ROE they have been hiding the bad guys there for years!

The concept is something we Americans should agree to, but since we are the new Roman Empire, doing what we want to whoever we want, bad idea. Why constrain ourselves. In fact, we are requiring the exact opposite. The Status of Forces (SOF) agreements we require everyone to sign if they want to be part of our “freedom-loving democatic peoples” club or receive any kind of fiancial aid, say we can rape and pillage without fear of prosecution of our military (think Marines and Okinawa). As to Pakistan, they have no moral values, because if they did, they’d use our unmanned drone attacks — which are technically a violation of their sovereignty — as grounds for declaring war on us. Then, at least, we could be honest about what we are doing in their country.

The Pakistani objective is simply to scale back US involvement in Pakistan. They don’t care about the agreement. They don’t want us to actually leave because as they discussed with the Iranians keeping us bleeding is the way to go. And of course we will give in to their demands, losers cant be choosers.

Trust them not! They are like a lot of computer programs, “to help you”, but in reality it is to stop you from competing with them or to help in your failure.

Actually, it’s in Pakistan’s interest to hide AQ leaders since that is the only strategic value Pakistan has these days! Not even my underwear is made there anymore! India and US alliance would be a bad thing for many people in Central Asia and eastward.

Great another ROE from politicians. In the last year I have not chambered a round for fear of a Courts Martial. I just let them shoot at me. Granted I know my attitude will change if the engagement gets really hot but for the most part we can just wait till they have fired a clip and they run.

They will charge you with a crime because at a drop of a hat because the interpretation of the ROE changes from case to case. Basically if you drop a Jihadist that deserves it, but it gets media coverage you go to jail. Just my experience guys but let’s face it, the military is overcome with warm and fuzzy political correctness. I am just a well dressed target for somebody to get into paradise.

Hi Joe. You forgot to include the UN we also need the UN terrorist committee to review it for approval. That will take another ten years since they can’t decide on what “terrorism” is.

taxpayer… those SOF agreements keep our soldiers, airmen and marines from being tried in political kangeroo courts in countries with dubious judicial systems. The US military can and does prosecute these occurances very well.

Turning soldiers over to kangeroo courts will KILL enlistment. who would expose themselves to that?
