The White House could impose defense spending cuts approaching those of the debt ceiling deal’s Doomsday Device, even if the super committee reaches an agreement that avoids the sequestration trigger, the top House defense Republican said Monday.

House Armed Services Committee chairman Rep. Buck McKeon said he worries the Obama administration wants to cut the defense budget no matter what. So even if the super committee gets a bargain through Congress by Christmas, avoiding the $500 billion in automatic defense spending ‘sequestration,’ the Office of Management and Budget could nonetheless impose defense spending cuts around that same magnitude, McKeon warned.

He cautioned this would have dire consequences:


“Defense cuts near the size and shape of the trigger within the confines of super committee … would open the door to aggression, as our ability to deter respond would be severely crippled.” Without the steadfast security provided by America’s armed forces, McKeon said, “The fragile, globalized economy would be left at the mercy of uncertainty and doubt.”

McKeon spoke Monday at the American Enterprise Institute, where he acknowledged that the “crown of global leadership is heavy and expensive,” but the U.S. has a unique responsibility to wear it, given that “our military’s positive role as a defender of global peace is undeniable.” If the U.S. reduces the size and reach of its military and succumbs to the crypto-isolationism now on the rise, it’ll create a power vacuum around the world, he said.

China is waiting for the U.S. to withdraw its global reach, McKeon warned, especially in an area it already considers its exclusive sphere of power. He told a story about a Vietnamese official who complained that under China’s doctrine that it had full authority over the South China Sea, Vietnam is effectively ‘land-locked.’ Vietnam is a good case study in the value of American power, McKeon said: Vietnamese officials see the presence of American forces in the Western Pacific as maintaining the current peace, but China wants to use its military power to be dominant, “wanting control.”

In order to protect American power, McKeon made an extraordinary admission for a modern Republican: He said if he were forced to choose between weakening American power or raising taxes, he would vote to raise taxes — but only in that kind of dire situation. To be sure, however, McKeon repeated what he and other defense advocates have said many times: That DoD has already made its share of sacrifices, and now Congress and the administration must cut entitlements and other parts of the budget in order to get overall reductions in federal spending.

McKeon also made clear that the defense “debate” in Washington is still stuck in the same paradox: He wants a “strategy” that “asks what we want our military to do,” and will then serve as a guiding document for a potential build-down or long-term plans. As we’ve seen, this may be impossible, but it’s a way for everyone in the game to simultaneously pass the buck and appear serious as Washington waits and watches the super committee attempt to get a grand bargain.

Freedom is never free. As we are unwilling to cut entitlements enough, we will have to raise taxes on everybody if we want to reduce the deficit and maintain a strong military. If the GOP continues to insist on no new revenue, the DOD of defense budget will be reduced further.

If we keep cutting the defense budget Israel’s Army will have more troops on active duty and with their reserves than than the U.S. Army will have and their population is only 6 million people.

Obama’s plan from day one is a Gorge the Beast strategy. Obama shovels money we don’t have to leftist cronies, crooks, and liberal allies. He forces a fiscal crisis on the country with criminal levels of borrowing — all with intent of forcing Republicans to be the responsible party and go along with massive defense cuts and tax hikes in a desperate attempt to save the country form financial ruin.

It’s a deliberate crisis, deliberately caused by the vile, despicable traitor Barack Obama. The man should be in jail for what he’s done. All in the name of his rigid, anti-America, progressive ideology. There’s never been such a willful destruction of the American economy as we’ve seen under this stuttering, weasel SCOAMF.

However a NASA Research worker or an Engineer in the defense industry does not count why he not voted for the Mann how kill is Job and also his dream.

Cuts may necessarily Not cut feet and troop strength cut some dumb R&D programs like the GCV and the EFV and the stupid ICC competitions and use what money is left for more ships and F-35s to keep current troop levels. Cut the pet projects would help alot.

The irony is that the supreme law of the land (The Constitution of the United States of America) to which all other US laws are supposedly held accountable, specifically mandates the “common defense”, and the underlying laws of the United States, found to be legally consistent with that document, clearly and explicitly outlaw pyramid schemes (unless apparently, participation is mandatory and they are operated by the Social Security Admistration, Dept of Health and Human Services, or other government agency).

Most of national debt is directly attributed to Republicans. Go to the treasury and track the national debt from the Carter Administration to the present. Prior to Obama 85% of our debt was from Republican leadership. Now Obama has brought it down to 65%.
We need to learn how to be responsible in how we spend and making sure we get what we pay for. Back in 2008 the defense science board found that over 50% of the assets that went to the services was determined unsuitable.
Rumsfeld got rid of the engineering technical oversight groups and now we rely on the kindness of big defense businesses to give us what we ask for and we just hope it works.

The problem is us. We want it all: unlimited Medicare spending, low taxes and the strongest military in the world. Something has to give and nobody seems to be willing to ration Medicare benefits, hence even the GOP now seems to be willing to sacrifice the DOD budget which it would not have to to do if taxes were raised.

I’d support raising taxes over cutting troop numbers, Navy ship numbers, and Air Force fighter numbers. No shrinkage in the US Army, Marines, Air Force or Navy while the world is getting more dangerous.

Let’s feed the military industrial complex more money. It keeps people employed supposedly, and makes people feel safer.

Screw actually growing the economy (and thus a tax base to raise a military) — let the rest of the world do that whole economic growth thing.

Every “ungrateful civvie” should feel the pain and make sacrifices of higher tax rates so we can keep the “self-licking ice cream cone” of fobbits posted in middle east and beyond employed and off the streets.

War is good for the economy. That 6–12 months of tax free pay helps stimulate the economy since our E-4s are now able to buy a new camaro and 60″ plasma tv which they wouldn’t otherwise. KBR employees making $100k every 6 months for supervising Indian laundry workers makes our economy stronger.

The garbage regarding China, the same old fairy tales. If these “experts” would actually see what’s going on in China they will find that the Xinjinang Autonomous Zone is a mess and nearing collapse. But hey the US has nothing to do with this, we can’t send our F-22 to defend the Han, for that matter we can’t send our F-22’s any were, they are broke.

Yeah, we’ll probably need to raise taxes, but we REALLY need to cut spending. It’s not the lack of taxes that got us here, rather it was and is the insane spending.

I don’t get HOW McKeon thinks the White House could cut spending. Congress appropriates the money. One of the problems we have had for a long time is that the Pentagon can not refuse money as appropriated. I remember when Dick Chaney was SecDef this came up. The Pentagon wanted to kill the V-22 as too expensive. Congress (specifically the congressman from PA) kept sending money that the Pentagon did not want. After a couple years of that Chaney refused to sign the check for the V-22. It was brought up that that was specifically illegal. Congress went so far as to amend the Defense Appropriation Act to de-fund Chaney’s personnel office and send his staff home until he agreed to sign the V-22 check.

LOL! You do bring up an interesting and actually humorous point! It might do a LOT of us some good to actually read that crazy old document that most of us have been sworn (more than once!) to support and defend, with our lives if need be.

Civilian control of the military, and congressional control of the budget, in spite of some occasional missteps, are two of the principles that seem to have kept us free from “tin horn” dictatorships and fascism, but it often seems that few understand what those concepts really mean.

As for the argument for big guns, T. Roosevelt put it quite well… Speak softly and carry a big stick. Once that big stick was just the largest limb you could rip off of a tree, today it cost money.

Raising taxes and gutting the military wont solve our debt crisis. We don’t have a revenue problem, we have a spending problem. Our politicians are drunk with power and corruption. They are fleecing this country and buying votes. We either cut entitlement spending SIGNIFICANTLY or we are doomed to 3rd world status.

I have been to China a couple of times and it is an amazing country with a multitude of gifted people including engineers and scientists. It is an absolute bustling place. It will outcompete us, that is going to be a fact. We just need to remain militarily strong enough so that in 20 years dominant China will not get the wrong idea that it can launch a surprise attack against us because we are weak. if the US maintains a strong nuclear deterrent, it will be ok.

if you bring up entitlement cuts, even the most conservative GOP members run for the hills, because we want our free lunch.

When Warren Buffet says that he has a lower tax rate than his secretary, it’s more than a spending problem. It’s also a tax problem. As for “gutting” the military, military spending has more than doubled in 10 years. Since the U.S. involvement in the Iraqi civil war is ending, how about we cut the spending that supported that war?

Freedom isn’t free, its damn expensive. While Defense spending is not the biggest pot on the stove, its filled with as much fraud and abuse as entitlements. Its also filled with useless or problem programs, bases and services. The constitution provides for common defense of our borders and homeland, not the rest of the world. We can still have global reach without being the world’s police. All(100%) troops out of Afghanistan and Iraq in 120 days. If our unpopular puppet Governments fall its not our problem. Bring everything home that can be brought home, destroy the rest in place. All US Forces out of Europe, Japan and Korea in 2 years. China too dominant in East Asia, thats a Japan/Korea/Aussie problem, not ours. China is our biggest trading partner, its prudent to make strategic alliances with them not against them. Thats only a start Bands, PAOs, Green energy, minority month events, Year of the Child etc all have to go.

I’m still doing extensive research to determine exactly how many CBGs and Inf Divs the Constitution calls for. The term “provide for the common defense” is just a bit too vague for my taste. There has to be something more specific buried in there somewhere.

As for the rest of the world, if we are going to use the Constitution as an excuse to provide for their common defense then perhaps we should also apply the other parts of the Constitution to those same countries upon which we are squandering so much treasure defending. Freedom of religion, speech and voting rights anyone?

I must however take offense at your suggestion that we do away with the minority awareness months. Pacific islander month always provides for some very interesting meals at the chow hall. Where would we be without our yearly serving of hoppin john and reconstituted tamales? What about all the useless knowledge we’ve gained from reading monthly posters about obscure Americans who came from equally obscure places to do great things. You got me on that one! Way, way back when I was a Scout in 1st Ranger Bat. I was told I had to have a secondary MOS. I went to Ft. Sill, OK for the 31V (unit level communications operator/maintainer) course. Every Thursday was “soul food buffet”. Looking in the kitchen I saw it full of hard at work Black folks with one short gray haired German woman screaming at them. I was totally shattered when years later upon PCSing to Germany, after researching lots of Guesthauses I realized that what I had been told was “Soul food” my whole life was just normal German/Czech/Bohemean fare.
The constitution was the end item, the federalist papers and articles of confederation plus original US code strictly prohibit the US Military from taking part in Foriegn adventures. But nobody reads those anymore.

Obama hates the military .… expect him to follow China’s demands that we cut our military while they build theirs to an all time high… on USA dollars.

As far as the ‘good paid jobs’ part goes, we have to balance whether we want to continue subsidizing the existing military contractor base by ordering non-essential hardware and pushing unproductive R&D programs, or let the contractors re-focus their engineering expertise and production infrastructure on commercial sector projects. It’s hard for me to believe that America wouldn’t be a better place if Lockeed, Boeing, Northrup and the majors could devote their efforts toward energy, transportation and communications solutions. The military current expenditures are unsustainable — - we have a huge deficit and apparently no-one in America wants to pay the taxes it takes to keep the military at current expenditure levels.

The house and senate appropriate the money. Where it goes is their call. I suspect if we (by some miracle) get them to appropriate only funds for what the military REALLY needs, we could save quite a bit of money.
That said, our sleaze ball congress critters are about as likely to get rational on defense spending as they have been on any other spending. The military is doomed to irrational cuts. .…unless or until we throw another 150+ folks out of the house, the senate, and the white house come 2012.

Suggestion: Why don’t we stop giving the “Earned Income Credit” to the ones who find a bunch of ineligible kids to include on their tax return each year. These same individuals who know the system, work limited hours in the year, careful not to go above the maximum to receive their $7000 — $8000 tax return without withholding a dime? Sick of seeing the waste while DOD employees are receiving letters this week asking for a decision on voluntary retirement or get out before the RIF letter comes. This DOD employee pays about $17000.00 in taxes every year! No earned income credit for me and I’m not collecting food stamps, energy assistance, financial aid for my college student, etc… Oh also, I have a young adult with Autism who is not currently receiving a Gov’t dime, but I see the ones coming in on SSA Disability… “Oh I got hooked on pain killers, so now you have to pay enough Social Security to allow my rest & relaxation all year while I sit back and collect!

Let’s get it straight, I am a Veteran and thank the lord regularly for these genunine American Heros, but we need to quit declaring war on every country in the middle east. We are better than that, we are American Patriots, not war mongers. These
veterans are educated, experienced, disciplined and productive and we need them brought home, not only to protect our own borders, but to help re-generate American Productivity and ingenuity. God Bless America, Veterans, come home and help protect America.

I know of some troops that have disablilty ratings from various services, but either work on an assembly line, or can even play on a team basketball for a company activity, so how are they disable?

We hear everyday from the “bought & paid for” media that we have massive debt, caused by reckless borrowing and spending. The latter part is correct, but as Alan Greenspan said recently, “The United States has ZERO debt. As long as we have the world’s reserve currency, we can print our way out of any debt.” What he left out, of course, is that for every fiat dollar printed, its worth goes down. Ultimately, the government’s plan will succeed; devalue the dollar to the point that the debt is easily paid off, and screw the American people, because it’s the government’s money. Has anyone hear a single Congressman/woman offer to forgo their back-door payraises, or reduce their Golden Parachute benefits, or, God forbid, forgo their $175,000 a year pension for life after just a few terms? Our government is nothing more than a legal criminal organization. President Andrew Jackson said, “If the American people only understood the rank injustice of our money and banking system — there would be a revolution before morning.” We have met the enemy — it is our government.

It may obviously boil down to our current two-party system of government, don’t you think? The inability of this system to no longer “cross the isle” in true compromise, especially when problems arise needs to change?
I don’t think government is the enemy, it is party politics and the self serving attitudes that accompany politics that “We the People” should work on changing.…

Umm.…here are the FACTS as shown in the DoD Green book.

FY2009 (first full year in office) — $665.9 billion
FY2010 — $691.8 billion
FY2011 — $686.3 billion

That 3 year period is 1.1x to 2x that of ANY 3 year period under GWBush, and the budgets have been rising under Pres Obama.

So give credit where credit is due, when this President needs to spend defense money he has.

That would make sense if everyone actually paid taxes. But over 48% of Americans deemed “too poor to pay taxes” by some governmental entity simply do not contribute to their own defense. But you can be rest assured that when push comes to shove they will cry, beg, plead and demand the military ensure their personal safety.

What we need are representatives with the intestinal fortitude to simply place new restrictions on “entitlements” and ensure they are followed. They need to lower tax brackets and include EVERYONE on the tax burden.…which will RAISE revenue. And, yes, they need to reassess the defense budget and get rid of triplicate redundancies and completely stupid programs we know have no chance of working in combat.

That, coupled with no more governmental $$ going to ANY special interest group will help us out of this hole we have dug.

I can point out a million examples of waste and fraud: bank & auto bail-outs, the porkulus stimulus, gun walker, green energy fraud (Solyndra), the fact that federal workers get paid twice the going rate for the same jobs in the private sector.… No! whenever government (be it local, state or federal) the first jobs the threaten to cut are cops/teachers/firemen. In other words they’ll threaten to stamp– on your puppy.

superraptor, now you hit a nerve my friend. You need to realize what entitlements are and what they are not. Social Security and Medicare are entitlements because they have been paid for by the recipients. Medicaid, SSI, welfare, food stamps and Obamacare are not entitlements. When the government mandates the collection of money for the true entitlement programs then spends that money on other things; that is criminal. Providing for the common defense and general welfare of the country is not cutting the defense budget or extending unemployment benefits. Compromise does not resolve problems; a 100% problem reduced to a 50% problem is still a problem.

The only true “entitlement” is Social Security and Medicare because these were paid for by the recipients. The only debt these “entitlements” incur is payback of what was borrowed from the fund. Welfare programs (not funded by the recipients) are not “entitlements”. Unfortunately a number of welfare programs were attached to Social Security. SSI, SCHIP, Medicaid, Obamacare.

Perhaps a little bi-partisan rewrite of the oath of office would be in order.

“I do solemnly swear (or affirm) that I will support and defend the _____________ party against all enemies, foreign and domestic, and particularly those from across the aisle; that I will bear true faith and allegiance to the special interests of my district and my most loyal and generous lobbyists; that I take this obligation based only on fully legal campaign donations, without any mental reservation or purpose of tax evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter in accordance with all campaign promises, public and private: So help me God.”

Or perhaps we just need to remind them all of the ORIGINAL wording!

Didn’t Mike Mullen say that the government debt is a threat to national security? Where are all the hawks and Neocons decrying that the civilian leadership is not listening to the military?

There is plenty of fat that can be cut in DOD. From the worthless E5 that screws up every order to the old lady in tennis shoes that works in the finance office that gives everyone a hard time to the out of touch lifer at DCMA that never heard of the m4 rifle.

There is no clause in the constitution for economic growth and military protection for other nations btw. A couple billion would help our own crappy infrastructure too.

Mr. McKeon wants to preserve America’s role as the world’s sole superpower at any cost. We still spend more than the rest of the world’s nations put together, yet he is sounding the alarm that we “would be left at the mercy of uncertainty and doubt.” Oh my! Not uncertainty! Not doubt!

So we cut entitlements, continue to refuse to ask the wealthy to help bear the burdens, and therefore put the entire burden of Mr. McKeon’s ambitions on the backs of the lower and middle classes. (That is, the 90% of us who cannot afford to drive a Lexus.)

The entire economy has been contracting, and our share of the world economy inevitably shrinks as other economies grow relative to ours. This is a law of nature. If you let air out of a balloon, it shrinks.

We have to downsize, and do it in a way that doesn’t further deform American society. There is already more wealth concentrated at the top of the scale than ever in American history, thanks to the likes of Mr. McKeon, and they’re doing it under the cover of synthetic “patriotism.”

If other countries are in dire need of our services, why aren’t they paying our government to protect them. I don’t feel its right for american tax payers to carry the burden to protect them without payment. Also, why do we need all the military bases around the world. I can see having a few, but there’s no need having as many as we do. If you look at the countries that we have bases in, they can support themselves like, England, Germany, Japan, Spain, Italy, Portugal, Turkey, Greece.….. the list goes on and on. Close the bases and bring the troops home. It’s time for the U.S. to take a back seat for awhile and let someone else, take some of the burden.

When we start the cuts, start at the top. Who will be the first congressman to sponser a bill to put their salaries,health insurance and fringe benifits down to the working man’s salary. The next time one of our troops comes home in a body bag, let the president tell his family he’s cutting the military. Wake up America. We can still get out of this mess our leaders got us in.

As long as so called president and congress spend $1.58 for every $1.00 of revenue they will never control spending. Revenue is not the problem…overspending is the problem.

The GOP seem to think that the Country can be ran on a shoe string budget, like some households…newsflash, it will never happen, you can try, but only if you let everything fall apart. Mabe some day they will realize it take money to operate a nation as big as ours.…lots of money. We have become use to a certain of life, and that way of life makes us who we are. change that way of life and you change the way we live. Perhaps over a period of time that change can happen, but not all of a sudden, most Americans will not stand for it. Do we need to change our way of life? mabe. But if we do everybody will have to do their part…thats everybody, not just the less fortunate. I suppose the question is, are we willing to make that sacrafice? I pose that question to the rich as well. The poor have given so much for so long that now, most of them don’t have anything else to give.

You sound like rick perry. I know a few countries that don’t allow ponzi scheme, or if they catch you, they will skin you alive. China and North Korea to name a few. mabe you should move there if thats what you think of the freedom and securties you’ve enjoyed for lo these many years…you would be welcomed.

I would hope there are some in the houses of representatives (if they are REAL patriots) that would be regretting the drunken selling out of America that took place from 2001–2008. Now this nation is having to look at real HARD choices because they spent us into oblivion after inheriting a budget surplus.

Taxes WILL RISE. The only question is WHEN corporatations and the wealthy will be made to pay their fair share.

THAT, sir, or something very similar with the names changed, is exactly what quite a few of us, at least those who study history, are worried about! For the last 3000 years or so, as soon as the world’s dominant military power decides, for whatever reason, “not to study war no more” all heck cuts loose! When “Pax Romana” faded, western civilization got the Dark Ages! When “Pax Britannia” fizzled, the world fell into two major conflagerations in WW-I and WW-II. With the widespread proliferation of WMD’s today, what would be the result this time? The Dark Ages might come to look like a casual romp in the park.

The United States must maintain a very strong defence if it wants to stay free and not fall into the hands of the brutal Chinese and the butchering Russians and other tyrants that exist in this world of ours.Look at how that little “nut”,so called President of Iran prances around and makes fun of us.His country kidnapped those American hikers and now demands ransome for their release.A weak United States will be encouraging other bloody regimes to do the same to our citizens and more.The price of freedom and stability in our country is worth every penny it takes to keep it.Carry a big stick in case we need it to defend ourselves from all the demons of the world.

Raising taxes is a must. Revenues are at an all time low and the tax base is weak. The rich pay less then they did under Reagan, who by the way RAISED taxes when his own deficits began to be too large. End Bush2 tax cuts, flatten the tax base and tax more of the people. Upwards of 46% of Americans pay nothing at all.

14trillion will not be paid down by reducing spending. Revenue side of the equation must be taken into account. I want my Social Security and Medicare and I want it for other Americans and Im willing to pay more for it.
