Boeing’s CEO warns Washington: Get your act together

Boeing CEO Jim McNerney warned Tuesday that the threat of next year’s automatic, across-the-board budget growth reductions might force him to lay people off — even before the guillotine actually falls.

Big B, like all of America’s corporate titans, hates “uncertainty,” and Congress has outdone itself this time, McNerney said.

“Sequestration is the greatest example of Washington-induced uncertainty I’ve ever seen in my life,” he said. “Our reaction is to be very conservative … We have to anticipate the worst and hope for the best.”


In the meantime, Boeing is throwing its influence against sequestration — and behind a few other key issues — because the stakes are too high for it to sit out, McNerney said. (As though it could!)

“We’re in D.C. because you have to be engaged in the dialogue,” he said. “If you’re not engaged, you’re going to be a loser. The fact is, that is the situation we have today.” He did not give specifics about how he wants Congress to resolve sequestration, just that he wants it resolved.

McNerney spoke at a conference sponsored by The Atlantic at Washington’s National Airport, where the star attraction was Boeing’s new 787 airliner. The company does more commercial aircraft business than defense business, but the future of both would be weakened if Congress can’t avert the $500 billion in reduced defense budget growth set to take effect in January. Boeing is counting on building KC-46A tankers for the Air Force — which use its 767 airliner body — as well as P-8 Poseidon patrol planes for the Navy — which use its 737 airliner — as well as F/A-18Es and Fs; E/A-18Gs; and, who knows, maybe a bomber?  Plus there’s space, and unmanned aircraft, and helicopters, and the list goes on and on.

But sequestration wasn’t the only target on McNerney’s scope Tuesday. He also wants Washington to reform the way it handles visas and immigration, to make it easier for Boeing to hire and retain skilled foreign workers for its operations in the U.S. And he’s also on the “STEM” bandwagon, urging governments to do a better job getting kids interested in science, technology, engineering and math, so they’ll grow up to become brilliant aircraft engineers for Uncle B.

The problem is that for as much pull as McNerney’s company has inside the Beltway — and other key places — he can’t give direct marching orders to get what he wants. McNerney acknowledged that Washington today is “gridlocked,” and that the rest of the world is gaining speed much quicker than the U.S. On the commercial aviation side, for example, he expects a Chinese competitor someday soon to break up the “duopoly” between Boeing and its European arch nemesis, Airbus.

American can regain its edge, McNerney said: “I don’t think things will continue the way they are … I think things will rebalance over time.” Still, he warned: “I just hope we survive the operation.”

Maybe Boening and all others should be forced to use the original EU immigration rules. You can bring in a foreigner, but you must pay for their American replacement’s training. The visa will only be for the length of time it takes to train the American replacement. No family members can accompany the foreigner. The foreigner must leave the USA before he can be re-hired by anyone else in the USA. Boeing wants government contract and wants the government to lower their cost of employing foreigners, that a no go.

Yeah, that “foreign workers” bit sounds a little too much like “outsourcing” to me. Even if the plane is built in the U.S.

An interesting comment from a DOD Buzz reporter considering that Boeing’s 2011 revenue from defense business was 47% of sales. I guess 3% is “much more” in some eyes or a lack of research before writing.

Sorry to say he is talking to the problem like the past article stated the Republicans and the president are moving on there own plans and will not meet in the middle so this ensure sequestration. You can tell congress the doom and gloom all you want they dont care they just want to look good for November and kick this ball to the next congress which both parties think they be in full power. This government is broken and the Industry must prep for the worst, hope for the best. Don’t trust liars and cheats which GOP and Dems are in the Congress.

It’s not about outsourcing, it’s about ensuring a competitive and creative environment. Having “american” defence solution that were made elsewhere –like from europe– and simply bought is not uncommon.

And seriously, the “real” americans are the indians.

You talk as if everybody is just dying to live in the states. Truth is there needs to be incentives for skilled workers to move there. Move to the US without my family and pay for your outraguos healthcare… I don’t think so.

This traditional 50–50 ratio between Defense and Commercial for Boeing is changing for 2012 (due to 787/747–8 finally being delivered) and the foreseeable future, estimated Revenue for 2012 is $80B, $50B from Commercial and $30B from Defense

Obviously you neither know what a real American is, nor are you one.

Let’s get the story line right here.
(1) Boeing is out for Boeing and will “outsource” its costs any way possible. Foreign workers in U.S. is a form of off-shoring at cheap prices.
(2) Boeing telling the Congress to get it together! Really? What do we taxpayers like better? Congress unable to get to together and cutting every program in the budget by 10%? Or Boeing overcharging us by 25%? Duhhhh!

No I don’t really know what is a real american, I would love to figure it out, but immigration law are everything except relaxed. People like me built New-York city, I can’t say the same of Canada.

Do you have any data showing those immigrant worker getting a smaller salary while working in USA? Perhaps there is simply not enough brain willing or available to work in the aerospace industry, or both. You can’t just show some money to someone intelligent whom is initially not interested to work in the industries. He will butch the process, no more.

The real problem is that there are not enough skilled people in the US that can be utilized. Too many kids are not interested in engineering, they’d rather Facebook, Youtube and Twitter.

In fairness 85,000 are about 1/3 of the applicants and are ultimately selected by lottery, but you’re still talking less than .09%… this ignores the scandals of companies who use this program not for high skilled workers, but for jobs like overglorified and underpayed operators.

The lack of skilled labor is because the Government gives money to assist tuition but does nothing to promote technical jobs. Maybe its crazy but if this country “needs” Engineers and Scientists, the Government should only be giving financial aid to students pursuing those degrees. I see no problem with those programs being conditional. We certainly have enough Art and English majors competing for those jobs at Starbucks.

I agree with you Robert. That kind of action should be a no go. We were warned by President Eisenhower about the military business machine!!! We fought a war in Vietnam that provided a fortune to Bell Hilicopter. Why doesn’t the American public ever wake up to the facts.

Jeff, your correct! If we the people are going to help kids with the cost of education, then there should be a contract with that kid that says “we need these skills and you agree to become skilled in one of these areas.” A further incentive might be: If you change your major you pay back the grants, if you fail to graduate you pay back the grants.

Its also all well and good to tell kids to do what makes them happy, but they need to know that they don’t get paid to be happy, but for the value they bring to the job. Whitness the highly educated but unemployable kids in the occupy movement.

I am in the IT field. My job has repeatedly been outsourced to foreign countries, most being current or ‘former’ war time enemies. I’ve heard CEO’s of the various companies I’ve been employed with consistently speak of ‘globalization’, ‘global economy’ and ‘global diversification’. Yet, not one CEO’s job has ever been outsourced. Foreign countries’ CEO’s average salary is 26 times of the average employee while a U.S. CEO’s salary is literally 1,000’s of times greater. (AT&T hired / fired a CEO J.Walter within 9 months and gave him 3.8 plus 22 million dollars)!. I don’t want to work for a foreign CEO, unlike the majority of congress who are on call if not fully on staff. The point is, our job’s should not be outsourced or foreign nationals imported to take more of American’s livlihoods away!

Yea my son left college with a 3.927 GPA Dean’s list due to funding. He is an American, born in Lakeland, Fl. and a military brat. Meanwhile foreigners are going to college for dang near free somehow studing film and philosophy. Why doesn’t some of the big companies like Boeing, Grumman, Raytheon sponsor young people with solid potential (no drugs, alcohol, gang activity with NHS creds and community service). The ones that do not qualify for free grants because they are not in some special “group.” They could run contracts like ROTC or something. A darn shame. There are many more like him in that situation working at Lowes and Walmart (praise God for those outfits) that could be contributing to our United States. PS.. I think a real American is anyone who believes in our founding fathers code of life and liberty and is willing to sign in blood to protect it.

The H1B visa thing is not so black and white. While some companies try to use it to low ball the pay for high-skill employees (I once worked for a US company that got beat up in the IEEE Spectrum for claiming that it couldn’t find US electrical engineers with the requisite skills, but it was simply that the CEO wanted lower labor costs), other companies need more skilled folks than they can find.

Yeah, we’re all engineers today.

If you can’t get qualified people here in the US… Then you HAVE TO get qualified people where you can. Americans have become far too lazy and sitting back to enjoy the free ride and NOT contribute to society as they should. Whine and cry all you want… if you don’t train people to do the job then you can’t expect the producers to dumb down their work forces and survive. They have to get the trained people where they can to stay in business and make the profit everyone wants to make.

If you work at Boeing, our “outrageous” healthcare will cost you less than $100/mo for your family, and you will get paid a hell of a lot more than you ever could as an engineer in the EU, with lower taxes and lower cost of living to boot. Your standard of living would be much higher as a skilled worker in the US than in Europe.

I AM a government contractor in the US and I pay $250+ every two week to cover my family of 3 and my coverage is pretty good.

What do you do? I worked for Lockheed Martin as an engineer, and I paid ~$55/mo as a young, single person (yes, from day one). It may have been more than $100 for a family, but it was nowhere near $500/mo from what I remember.

Simple Gov’t contractor. At NG I paid $217. My current Company $246.

I could pay as low as$125 every two weeks but the deductible are outrageous (@ 3 to 4 times higher) and the coverage isn’t worth having. There is a $75 option but those deductibles are 7 to 9 times higher than mine. The only thing that is $50 a month would be the TRI-Care supplement but that is unavailable to Foreign personnel and most contractors so should not even be discussed.

Either your coverage blows or you are looking at your MEDICARE Tax.

No..this was full coverage. I don’t know what a “simple” gov’t contractor is..are you an actual employee of NG, or just a contractor? Here is pretty much my exact health plan was for Lockheed..with maybe a few minor changes since I haven’t worked there for a year:

Coke is the least of your worries. We don’t make many of the strategic materials we use to build weapons anymore. We have very few plants that make chips here today. Many of the engineers who design your weapons have lost the capacity to do technical work at even an entry level. Of those who can still do technical work, many have allegiances to countries other than yours and an increasing amount of your defense dollar goes overseas. We haven’t had a new Kelly Johnson in decades, because his position was retired with him in all defense companies nearly simultaneously, but no doubt that was a pure coincidence. Our nation’s industrial might is being shipped overseas to communist countries, but as long as I can get 200 channels on cable, it’s all good.

Yeah, Praise God for all of the American made goods WalMart and Lowes sell. That was a joke. Get it?

Yes, work hard to get that science or technology degree so you can have a depressing job with no pay growth and you biggest perk is having the opportunity to help move your plant overseas where you get to train your own replacement. Those who can become engineers and scientists can become anything, and they certainly are not so stupid as to become something our society does not value.

Hell yeah, they’re just doing work Americans don’t want to do. Engineering is just like picking crops in a field that way. But hey, get your weapons designed by people who don’t give a damn about your country — because clearly its “cheaper” right? Weapons are sooo much cheaper today, aren’t they? This clearly is not about putting more money in rich people’s bank accounts. What could possibly go wrong with having foreigners design your weapons? After all, the US is just a market now. This country doesn’t stand for anything. It’s all about the bottom line.

Maybe you could give them shiny bits of glass and pieces of string to become engineers and save you from the bad people. I’m sure that would work.

I do find it strange that a Big Business CEO can warn Washington about anything, that use to be the other way around back in the day. He got some b-lls, I’ll give him that.

I feel 90% of our Congress, both houses, are liars, cheats, sexual deviates, carpetbaggers, and I could go on. The only solution is for the American electoriate to throw these bums out and elect leaders that have shown intergity, honesty and a strong patrotic bent to resolving these huge problems we now llive with. Like a debt that is close to unsurmountable, and true justice for the American people.

The big companies don’t fund students that aren’t on drugs or gang members because it would be ” Racist”. They have to hire the ghetto kings and queens ! The attorney general has been very clear. ” His people ” must have affirmative action to be equal.The administration doesn’t care one bit that standards have to be brought way,way,way down.But the playing field has to be equal. Remember this,you owe these people for something that one of your great,great,great,great grand parents may or may not have done.

Fact is Boeing has a glut of engineers. Just most of them are picking their noses in meetings. I used to work there. Know all about useless no one decides anything meetings. That way they can charge the government more for their “work”.

Boeing does offer free tutation for any program to its employees, I used this program to fund my degree. However after nine years with boeing, and the holding the degree the listed for the job postion, i was not hired for the postion, but watch them hire some guy from russia for the same job. He was only here for 6 month of so called training then replaced by another for 6 month of training and so on. This went on for two years.

Offer scholarship and require that the US student work for Boeing for atleast four years after attending school, and spend the summer working as interns. If they dont stay the whole four years then they pay the pro rate cost of their school cost

I worked in IT for a major financial company for a few years. My co-worker constantly complained about the many IT jobs the company outsourced to India, yet he refused to buy or drive an American car. We need to look out, not just for ourselves, but for our fellow American workers by buying American whereever possible.

Agreed. Buying American, though more expensive, is better for our country in the long run. It’s well worth the extra $$ for a higher quality and for a better economy. The internet is a great place to start, there are many “Buy American” sales websites out there for almost everything you can buy.
