Defense advocates’ last hope: The sequestration road show

The legislative traffic jam that has paralyzed your elected representatives has a novel cause, if nothing else: They all agree.

Nearly everyone in the military-industrial-congressional complex concurs that this January’s automatic, across-the-board budget restrictions are terrible. Republicans and Democrats, Building people and industry boffins, think-tankists and Beltway Bandits — everybody hates it.

The sticking point, of course, is just how to go about resolving sequestration, and the logjam created by the differences over that question is what has given us another throwaway year: In the middle of May, Hill types are already shaking their heads and talking about postponing major business until 2013.


Virginia Rep. Randy Forbes, who has become one of the House Armed Services Republicans’ top public gunslingers, has a plan to try to slice through this Gordian Knot: Get some voters involved. He and his House colleagues say they’re planning a dozen town hall meetings around the country billed as “defending our defenders,” in which they’ll dispense with all the congressional mumbo-jumbo and drop some real talk on Joe and Jane Q. Taxpayer.

Forbes told our eminent colleague Michael Hoffman this weekend that he won’t even use the term “sequestration” — “people don’t understand it,” he said — but instead tell voters exactly what about $500 billion in reduced DoD budget growth would mean for their lives. Everyone inside the Iron Triangle knows the talking points from memory: Forfty million Americans out of work; Communist occupation; mass enslavement in China’s asteroid mining empire; every bald eagle caged and painted red, and so forth.

But what Forbes and his colleagues are counting on is that most real Americans outside the National Capital Region won’t have heard any of it before, and they’ll be alarmed enough to make enough noise to unclog the arteries up on the Hill. Forbes planned his first town hall for Monday night in Hampton Roads; the next ones, with the local lawmakers, are planned for San Diego and Pensacola, Fla.

Can it work? From defense advocates’ and industry leaders’ perspective, it can’t hurt, although people whose jobs already depend on the Navy may not need much convincing. Moving the needle on any political issue is difficult, however, which is why President Obama and Republican presidential hopeful Mitt Romney are going to spend a billion dollars this year battering each other.

It’s hard enough to sell the message: “You, voter, take time out of your day and go to a place you probably don’t like, then stand in line and deal with weirdos and cast a ballot on behalf of Candidate X.” It may be even harder to sell the message: “Hey, voter, make contact with a stranger and explain why you believe Congress should act quickly to undo or at very least postpone the automatic imposition of budget restrictions it enacted last year in order to goad a small committee of its own members to do work all of them agreed was important and address the long-term deficit, restrictions that members now say they didn’t believe would be triggered but nonetheless were even though many members in both parties agree they would be disastrous and shouldn’t take place, but evidently don’t believe so strongly enough to signal their willingness to seriously compromise.”

The other problem is that Congress is most responsive to only one kind of appeal: elections. The Congress that Americans sent to Washington in 2010 has proven to be the least popular in history, but it has nonetheless stayed mostly on its original course, the one set by voters who wanted to repudiate Obama and the Democrats. That’s why everyone’s already shrugging and writing off the rest of this year, even including what South Carolina Democratic Rep. James Clyburn called “the mother of all lame ducks.” So emails, phone calls and even protests in the interim might not work.

If, however, the pessimists’ pessimists are right and November’s elections are close enough to risk a definitive mandate for either side, the voters Forbes and his colleagues are courting now could be the ones to swing the balance.

The spend and spend Republicans can squawk all they want but most Americans dont want to have there medicare and Social Security axed to support some dumb generals GCV contract or $20,000 hammer. The defense base is broken and needs to be rebuilt. The republicans want to take things back to 2005 when spending at will for every pet project was ok. Its not going to happen and the current cuts wont be reversed. While I think congress may stay in GOP hands I say the Senate will not be veto prof and Pres, Obama probably going to win reelection.

They should compromise keep current cuts and not cut retiree programs let tax cuts expire for some. But they congress is too retarded to listen so Sequestration in one form or another will happen like it or not.

Mr. Ewing I keep getting the feeling your Republican and feel you think that the GOP will just cruise to power and let the DoD spend spend spend for anything. I ask you cant think this is the case the current cuts will stay and what do you think of sequestration.

I don’t hate it. With the DOD buying so many gold-plated disasters like LCS, JSF, fielding of the DDX-Zumwalt, not wanting to retire cruisers which don’t offer much but dollars spent, etc, The DOD budget needs a haircut. However, part of that haircut needs to include a good portion of the 700k-plus DOD civilian work force.

I agree with a lot of what you are saying. A lot of things that can be cut and should be are worth having a conversation about reforming (pensions) but at the end of day sequestration would be a pretty to disastrous to our effective and needed programs. And with our NATO allies future funding uncertain it makes it all the more dangerous. But at the end of the day the people to blame are in Congress they knew this was the penalty and ignored at the time now with pet projects and jobs in their districts being cut they a trying to walk it back.

I think cutting the defense budget now will force the services to stop funding crappy systems like the LCS and JSF. It will force them to get wise with their money and buy things that actually are worth their price and actually work. At the same time lets start paying off our international debts.

Because going forward without a plan and when no long-term alternatives are on the table always works out well…

Feel that ground swell of people wanting more of their tax dollars to go to godless defense contractors? Yeah, neither do I. Hell, I’d directly benefit from that money, and even then I can’t find one good argument for it.

well, the GOP could follow Senator Alan Simpson’s advice, compromise on taxes and there would be a budget deal and sequestration would be avoided. Or they could stonewall and,.…wait a second, if they don’t compromise, all the Bush Tax cuts will expire in 7.5 months, and sequestration would be avoided also, if you believe Democrat Rep Smith. Maybe the GOP secretely wants the Bush Tax Cuts to expire to save the Pentagon.

Yeah, our country needs to stop sending troops to worthless countries and that alone would save a lot of money. Then straighten out or cancel the struggling programs (as mentioned above) and there’s another huge amount of savings. Then deal with the massive corruption in Social Security, Medicare, and Medicaid and there’s another huge amount of savings.

Everyone in Washington DC says sequestration is bad but they obviously have a vested interest in saying so. As a taxpayer I haven’t seen another way to end the massive government spending. How else can we send a message to Congress? They ignore everything but our votes and once they’re in office they do whatever the H*** they please regardless of what their constituents want — hence Obamacare.

After 22 year as Army officer and another 20 years as a commercial contractor for DOD I have become totally convinced that DOD is the biggest money waster in all of the government. Constantly changing procurment rules, failure to follow the existing rules, and fear of allowing contractors to become a part of the “team” has cost DOD dearly in current and future dollars. The loss of just plain “common sense” in the business of equipping and sustaining the force confounds every effort to save money and resources. The sequesture is just what DOD needs to force real change in current management techniques.

‘sequestration’, by law, will absolutely result in less spending, smaller government. how else can we control the budget / congressional appetite. our elected reps won’t do it themselves. as in ‘carbon sequestration’, suck out the poisonus hot air / ‘political-speak’ and bury it, now. so that my grandchildren are not vested with the burden of repaying this generation’s debt…

When we don’t need the current option because it’s a bad option then it would pay off to wait a little while for something better, especially when our current equipment can do the job for quite a while.

There are lots of problems but it pervades the government and it doesn’t just exist in the DoD. I think there’s more room for waste in the DoD becasue their budget is so much larger than many other agencies but I’ve talked to people in other agencies and they have many of the same fundamental problems.

It’s a sad statement about Congress that it has had to come to this but in the long run it might be the best thing for the average citizen. We certainly can’t continue spending the way we’ve been spending for the last 50+ years and especially the last dozen years.

If the budget is examined with care, the savings can be achieved without losing any combat power. We need a BRAC for overseas bases. As an example why is Africa Command in Germany. If Centcom can be in Tampa„ why not a joint location. A RIF in the number of flag officers and staff also need to a possiblity. Review civilian billets and eliminate the escess. Finally hold contractors liable for their products. Too many programs that have provided nothing, excessive cost over runs, and sloppy construction needs to be addressed. To me it is impossible to understand how the Pentagon cannot have accurate accounting of funds already allocated and spent.

Wait a little while for something better? You mean, like another 15 years to start development from scratch for an F-35 alternative that would cost an order of magnitude more than just finishing the F-35 now? Brilliant!

But how do you make them do it without the sequestration?

And add holding government civilians accountable for their products? If you really want to increase efficiency you’re much better off starting in the government civilian ranks.

But rep Smith can be easily wrong and he is the Problem them the thinks there so easy like no compromise = Bush Tax expires = 4,5 trillion new Incomes and a new recession = sequestration avoided so not then tire DOD, Industry and all responsible lawmaker there in panic about sequestration. And the reasons for this are hundreds of new Barney Franks how have kidnapped the Democratic Party more effective them the Tea Party kidnapped the GOP. And as consequence the Bush tax expires with the consequence of a new recession and the Democrats will in the same time block every attempt to use a part of the new Income to hold the USA as a World Power and this equally what Rep Smith do it will not enough.

Let’s get realistic about the democratic Caucasus look at this people and what why are for and I see nearly only Barney Franks more them a half of them have sworn to ruin Barney Frank to ruin your National Defense! Ok it is true what Barnes Frank will be gone 2013 but another 80–100 I-d-i-o-t-s like him remains and nearly all other remaining democrats had no position on the sequestration question. Rep. Smith will probably have the support of the GOP but not of is Party this is awful truth because why it is no longer Ike Skelton or a John Murtha in the democratic party and the so called blue dog coalition was reduce from over 60 Member to a half and will possible disappear completely after the next election. In face of all this I will call Rep Smith plan the last glim of hope before the downfall of the United States of America as the leading Nation on Earth.

But not let’s speak about a strategy how can works against Obamas sequestration plans because why they are in an election year and these simple needs to give the Voters in the swing states a foretaste what will happen them the sequestration cuts will not solve. And to do this is simple needs what the defense contractors and big weapons buyers send their employers home with the warning what them sequestration will happen they can start to seek a new job. This will mean about 300-500k worried people how will tell their neighbors about their problem and this will be more effective them 1000 adds and town-hall meeting over sequestration and it will be also not a lie ! Because them sequestration will happen about a half of million people will really lose their jobs and this people will not be part-time jobbers by McDonalds no there will be skilled workers sometimes with good incomes and on this incomes depends also hundreds of thousands or even more of other people jobs. And this is easy enough what even a normal us citizen with no idea from the situation in the world and what sequestration will mean for your national defense can understand.

To close overseas bases is possible the worst think that you can do. It is true what every lawmaker wish to have a base in his district but this is not in the national interest of the USA. Overseas bases are in compare with the most national bases strategic important because why he gives your force the skills to act globally or better said to fight enemies around the globe and to supply your troops in such operations. And they have in the same time also a big political importance why he bound your ally’s on you because of the permanently presents of your troops this makes hard for anti-American movements to betrayal you to your enemy. So for example how long the USA holds a visible present in middle Europa (Germany) and Italy this country’s will not gone too far with their partial Russian friendly governments (believe me, I am German and know the Socialist political spectrum in this country). And another important example is Japan since the DPJ took the Power in japan they had make many attempts to betrayal you with the red Chinese and but the big present of American Troops on Japanese Grounds has prevents this remember the crisis about the relocation of the Us bases on Okinawa as the former Japanese premier Hatojama has seek to remove all troops from Japanese Grounds and to reduce the Us Presents in this vital region only to the 7 US Fleet but fortunately he failed and lose is job. And this is there just example for the political importance of overseas bases at last this bases makes the USA a Global Power! So the USA need at last even more overseas bases to hold is Global presents and so the USA has act also good with their plans to station permanently troops in Australia and Ships in Singapore.

My opinion is what the largest waste of money in the DOD budget are at first uncontrollable coast rise in Tricare how has increased since 2000 by more them 300%! Second an unbelievable incompetent and completely broken acquisition system how needs only for example about 25.000 employers to manage the procurement of 6–9 Ships peer Year in compare with this the Navy has only need 1000 employer during the World war II to manage the procurement of more them 1000 ships peer Year! And the third is the refusal to use foreign technology how is generally better and cheaper best example why the US navy spends about 700 Million for a non-combat ship called LCS them he can get a fully US compatible multi-mission capable warship with high endurance on High See like the Absalon class for only 450 Million Dollar ?

So I can buy with the actual Navy procurement budget for 2012 easily buy 4X Absalon Class Multi Mission Ships (450 Million peer Ships), 4X Fridtjof-Nansen-class Aegis frigates (about 500 Million peer Ship) , 5X Typ212 SSKs (400 Million peer Ship) and also 2X Virginia Class SSN (2,2 Billion peer ship) and upgrade also all existing US DDG51 with Ram and ESSM Rockets (6 Billion). You can get all this for only 16 Billion per Year! And this is just an example but it makes clear how the problems are but these problems are at first a political.

No fighter jet should take 15 years to develop from scratch. The F-35 is flop and even after 15 years it still doesn’t work and will cost us ridiculous amounts of money. No fighter program should cost $400 billion dollars without producing aircraft that are ready for IOC and ready to be used in combat. The problem with the F-35 is not just the cost, but also the design itself. What we need is a new design that actually works and is practical for combat. Right now the Super Hornet Block III and newer advanced aircraft weapons will be cheaper and better serve our needs than the F-35. This combo could serve our needs well for many years to come and last us until a decent 6th gen fighter is made. That is why we really don’t need the F-35.

(1) Sequestration is possibly the best way the taxpayer can trigger a reset in federal finances. A 10% cut in a Pentagon budget that doubled in the last ten years is still a good deal for them.
(2) Any cut in defense (or the rest of the federal government) is a NET ZERO transaction to the taxpayer. Money not spent by feds goes back to private pockets for their use. Those dollars will be recirculated in the consumer market, which increases employment. It’s a trade.
(3) Doing stupid stuff — like sending Marines to Australia and ships to Singapore — begs those countries to do what? Cut THEIR budgets! Like Australia did.
(4) We should close EVERY overseas base unless those countries pay us for protecting them. In Australia’s case they can use the profits from those multibillion dollares long term coal and iron ore contracts they just signed with China.

Spoken by someone who does not work for the DOD as a civilian. I got news for you. The DOD civilian work force as been cut dramatically already. It is the same as the private sector. Cut, cut, cut bodies and pile, pile, pile on the work. Please speak from experience, not what you think you know.

Here’s a good one. Our international debts? Look at history and find out how many other countries have owed us since the world wars and who still owe us? How about we charge interest while were at it? Talk about knocking out some of our bills?

Again someone speaking about cutting the civilians. Here is a news broadcast. They have been cutting the civilian workforce for 4 years already. It is done to the bare bones in a lot of departments. There isn’t anything left. You want to talk about cutting. How about cutting the big boys at the top at all levels of government 10% on their paycheck. They have had no problem cutting the underlings.

As a former fed I respect DOD and its employees ; I respect the efforts of all federal employees (unlike Romney). I believe the federal work force is the greatest in the world.
But DOD needs to be cut, just like the domestic agencies. Number one, it has the largest budget. It makes no sense no pull back from Iraq and Afghanistand and pretend you need as much defense today as you did 5 years ago.
The Republicans continue their quest for big defense budgets and using defense as a jobs program in their districts. Don’t forget Republicans hate government, yet they pretend defense is the greatest thing since sliced bread, somehow it’s “not really government” according to the Republicans.
Hogwash. Republicans continue to be terrible public managers–we need to vote them out.

What about the LG Chem factory in Mi. Obama gave them 150 million of our tax paying dollars in 2009 and they haven’t produced 1 BATTERY! They all need to stop spending!
